Villa De Vida Poway,a 54-unit,multi-family,affordable housing development for individuals with developmental disabilities
on the property located at the south west corner of Oak Knoll Road and Pomerado Road.The amendment modifies the
Housing Authority loan amount and extends the timing allowed for development.This action is not subject to the California

noted below to consider the following item:A request to change the zoning and land use designation from Commercial
Neighborhood (CN)to Commercial General (CG),a conditional use permit (CUP)to allow vehicle /truck rental (U-Haul rentals)
services,and a variance to reduce the required 20 -foot landscape setback requirement at 14251 Garden Road.The proposed
project is Categorically Exempt from the California Environmental Quality Act (CEQA)as a Class 32 Categorical Exemption,
pursuant to Section 15332 of the CEQA Guidelines,in that the project is characterized as in-fill development,will be consistent
with the City’s General Plan policies and applicable zoning regulations,is less than five acres substantially surrounded by
urban uses,has no value as habitat for endangered,rare or threatened species since the site is already improved,will not
result in any significant effects relating to traffic,noise,air quality or water quality,and is adequately served by all required

NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing at the time and
location noted below to consider the following item: Zoning Ordinance Amendment (ZOA) 17-003; Adoption of
an Ordinance of the City of Poway, California, amending Poway Municipal Code (PMC) Chapter 17. 26 Article III
Inclusionary Housing Requirements. The proposed changes would allow new rental development the option to
pay the City’s Inclusionary Housing Fee to satisfy inclusionary housing requirements. This project is exempt
from the provisions of the 2016 California Environmental Quality Act (CEQA) Guidelines pursuant to Section
15061(b)(3) in that it can be seen with certainty that the ability to pay an in-lieu fee will not have a significant
effect on the environment.
