SUBJECT: Acceptance of Public Improvements and Release of Securities
for The Grove. TM 84-08. Standard Pacific. Aoolicant
ABSTRACT•
The subject project is located east of Espola Road south of Lake Poway Road
(Attachment 1) . The developer executed the "Standard Agreement for
Construction of Public Improvements" on April 12, 1988.
The City field inspection staff has field checked the site and determined that
the improvement work is complete. The public improvements required for this
development were the installation of pavement, concrete curb and gutter,
sidewalk, street lights, waterline, sanitary sewer and storm drain.
The developer has requested the acceptance of the public improvements and
release of the securities.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
This is considered a "ministerial action" and as such is not subject to
C.E.Q.A. review.
PUBLIC NOTIFICATION & CORRESPONDENCE:
Standard distribution.

RECOMMENDATION:
It is recommended that the City Council authorize the following:
� 1. Accept the public improvements and direct the City Clerk to release
the 5220,000 performance portion of the improvement security
(American Insurance Company Bond No. 111-4119-3554) .
2. Direct the City Clerk to reduce the 51,100,000 payment security
to an amount not less than the total cla�med by all claimants for
whom claims of lien have been recorded and notice thereof given in
writing to the City Clerk, and if no such claims have been recorded,
the security may be released immediately (American Insurance Company
Bond No. 111-4119-3554) .
3. Direct the City Clerk to release the E220,000 warranty security if no
claims have been filed within one year of the acceptance of the
improvements (American Insurance Company Bond No. 111-4119-3554-M) .
4. Direct the City Clerk to release the 562,500 traffic signal security
{American Insurance Company Bond No. 111-4119-354) .
5. Direct the City Clerk to release the 5175,000 permit bond (American
Insurance Company Bond No. 111-4119-3596) .
