SUBJECT: Award of Bid for Landscaoe Maintenance Services for
Landscaoe Maintenance District 86-3. The Pond and Svcamore
SorinQs (AKA Woodcrest Estates).: Bid No. 028-92-93
ABSTRACT
Bids for the subject contract were opened on February 19, 1993 for the purpose
of providing landscape maintenance services within Landscape Maintenance
Oistrict (LMD) 86-3. Staff recommends that City Council reject the low bid,
Krueger Landscape and award the contract, Bid No. 028-92-93, to Pac West Land
Care, Inc. excluding that portion known as Sycamore Springs from this
contract.
BACKGROUND
Notice inviting bids for the landscape maintenance services for LMD 86-3
consisting of The Pond and Sycamore Springs (AKA Woodcrest Estates) was
published in the Powav News Chieftain on two consecutive Wednesdays in
January. Bid Packages were distributed to more than 15 interested
contractors. A mandatory pre-bid conference was held on January 28, 1993, and
15 contractors attended the meeting.
FINDINGS
On February 19, 1993, five bids were received for Bid No. 028-92-93 (LMD 86-3)

All bids received were within the estimated budgets for the district.
Although Krueger Landscape had the lowest bid, the contractor's license had
expired. Therefore, the City Attorney recommends that Krueger Landscape's bid
be rejected. The next lowest bidder was Pac West Land Care, Inc. References
for Pac West Land Care are favorable for past performance and on-going
projects.
Sycamore Springs (AKA Woodcrest Estates) improvements were accepted by the
City of Poway on December 3, 1991. Woodcrest Oevelopment was responsible for
the one-year maintenance warranty period beginning the date of the City's
acceptance of the project. During this time, however, financing of the
project was not available to the contractor to continue the maintenance, and
the condition of the area is not to City standards.
Staff has met with the developer, and it has been agreed to extend the
Woodcrest Estates maintenance period until such time as it is feasible for
the district to begin maintenance. Therefore, this portion of the contract is
excluded from the specifications and shall not be awarded to the contractor.

FISCAL IMPACT
Landscape maintenance within LMO 86-3 will be paid by respective LMD
assessments.
Four of the five bids received are below the estimated 1993/94 FY budget
contract amounts. Any savings related to the lower contract price will be
carried forward to LMD 86-3A FY 1993/94 budgets, keeping assessments for this
zone the same as FY 92/93 assessments.
RECOMMENDATION
It is recommended that City Council reject the low bid, Krueger Landscape, and
award the contract, Bid No. 028-92-93, to Pac West Land Care, Inc. excluding
that portion known as Sycamore Springs from this contract.
