SUBJECT: Poway Royal Estates Mobilehome Park Electrical Renovation Project - Appropriation
of Funds
ABSTRACT
A contract has been approved and construction is underway for the replacement of the underground
electrical system at Poway Royal Estates Mobilehome Park. Due to problems encountered during
construction with gas lines, it is recommended that the City Council/Redevelopment Agency approve
staff recommendation to modify the existing contract to add installation of a new gas system in Phase II
at Poway Royal Estates.
ENVIRONMENTAL REVIEW
An environmental review of the project was previously conducted. The review determined that the
project was exempt from CEQA and a notice has been filed with the County Clerk. No additional
environmental review is necessary.
FISCAL IMPACT
There are sufficient funds available to complete this project within the capital improvement reserve fund,
created when the Certificates of Participation were issued for the Park purchase.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Bill Cross, President of the Poway Royal Mobilehome Owners Association, will receive a copy of this
report.
RECOMMENDATION
It is recommended that the City Council and Redevelopment Agency approve staff recommendation to
modify the existing contract to add installation of a new gas system in Phase II at Poway Royal Estates.

BACKGROUND
On September 1, 1992, the City Council/Redevelopment Agency adopted
Resolution No. 92-172 and Resolution No. R-92-57 approving the
electrical renovation project at poway Royal Estates Mobilehome
Park. On December 15, 1992, authorization was granted for award of
bid for the poway Royal Estates Mobilehome Park Electrical System
Rehabilitation Project in the amount of $1,505,825.
Although $1,505,825 was the amount authorized, $275,000 has been
designated for the replacement of the telephone and Cox cable
systems and has not been utilized as it was determined to delete
this work. Instead, the $275,000 could be utilized for the
installation of a new gas system in the Phase II area of poway
Royal Estates, consisting of 200 spaces.
FINDINGS
During the trenching of Phase I, the contractor encountered a
number of gas leaks, caused by old steel gas piping leaking at the
unions and seams of the piping. Approximately 400 feet of the
piping required replacement. This work was completed outside of
the contract for the electrical renovation project. On a few
occasions, SDG&E responded to gas leaks and was ready to shut down
the Park had the Park not responded immediately to the gas leaks.
The Park gas system is fed by a master meter with two lines, Phase
I and Phase II.

Based on the experiences learned in Phase I, we are anticipating
similar experiences, gas leaks, and outages in Phase II. The cost
to replace the entire gas system in Phase II is estimated between
$500,000 and $600,000 if this work was done as a separate project.
However, we anticipate a reduction of this cost to approximately
$300,000 because the trenching and laterals will already be opened
and available to install a dual system, both electric and gas, at
one time, rather than as two separate projects.
Should the change order be approved for Phase II, the contractor
will hire a sub-contractor approved by SDG&E for the installation
of gas systems.

RECOMMENDATION
It is recommended that the City Council/Redevelopment Agency:
1. Approve staff recommendation to modify the existing contract
with Me1 Smith Electric to add the gas line replacement for Phase
II.
2. Authorize staff to utilize the available remainder of the
$275,000, for the replacement of the gas system in Phase II.
3. Authorize an additional $25,000 should the change order reach
the present estimate of $300,000.
