ABSTRACT
A request to consider the initiation of the third of four possible General Plan amendments in
1993 which would amend the Housing Element in order to comply with requests made by the
State Department of Housing and Community Development, change the land use designation of
property on the west side of Pomerado Road at Stowe Drive from Residential Apartment (RA) to
Residential Condominium (RC), amend the Land Use Element to permit development at eight
dwelling units per acre in the RS-7 district, and amend the Public Facilities Element to establish
standards for "pocket parks" and to redesignate Lake Poway Park as a community park.
ENVIRONMENTAL REVIEW
Action on this item is exempt from CEQA under the General Rule.
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution initiating General Plan
Amendment 93-03.

Resolution Initiatina General Plan Amendment 93-03
BACKGROUND
Per Government Code the City of Poway is entitled to amend mandatory elements of
the General Plan up to four times per year. This hearing, the third of four possible
General Plan amendment hearings for 1993, has been scheduled for the City Council
to consider General Plan amendments dealing with the Housing Element, in response
to comments received by the State Department of Housing and Community
Development, an amendment to the Land Use Element to allow development at eight
dwelling units per acre in the RS-7 district, amend the Public Facilities Element to
establish standards for "pocket parks" and to redesignate Lake Poway Park as a
Community Park, and to redesignate property on the west side of Pomerado Road at
Stowe Drive from RA to RC.
FINDINGS
Section 17.46.02B of the Poway Municipal Code requires that public hearings
involving General Plan amendments shall be initiated by the City Council. This
application requests initiation of General Plan Amendment 93-03.
ENVIRONMENTAL REVIEW
Given that the request will not impact the environment this action is exempt from
CEQA under the General Rule. Specific environmental analysis will conducted in
association with each General Plan amendment application.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT 93-03
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City recognizes the necessity to comply with requirements of the
Government Code requiring review of its Housing Element by the California Department
of Housing and Community Development; and
WHEREAS, the State of California Department of Housing and Community
Development has indicated that certain changes to the Housing Element are required;
and
WHEREAS, General Plan Amendment 93-03 consists of amendments to the Land
Use Element and Housing Element to satisfy these requirements as well as amendments
to the Public Facilities Element relating to parks.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of poway
by adoption of this resolution, does hereby initiate General Plan Amendment 93-03.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 12th day of October, 1993.
