Robinson, Senior Civil Engineer 1."1.,': DATE: February 11, 1992 SUBJECT: A Proposed Ordinance of the City of poway Establishing a Speed Limit of 45 MPH on Stowe Drive from Community Road to pomerado Road ABSTRACT , The Traffic Safety Committee recommends that the City Council approve I the attached ordinance establishing a 45 mph speed limit on Stowe Drive from Community Road to pomerado Road. i BACKGROUND Staff was requested to complete an engineering and traffic survey on stowe Drive between Community Road and pomerado Road. The survey was conducted on December 11, 1991 using the short method of speed zoning described in the current State of California Traffic Manual. The Traffic Safety Committee reviewed this survey on January 14, 1992. FINDINGS I stowe Drive is an industrial collector with two through lanes in - each direction separated by a 12 foot painted median with turn pockets. - Vertical grade varies from 2% to 6%. - The existing posted speed limit on stowe Drive is 35 mph. - Average daily traffic volumes are 1,100 vehicles eastbound and 1,000 vehicles westbound. r ACTION: ~ ~ 1 of 5 l iJ '-' .-. A Proposed Ordinance of the City of poway Establishing a Speed Limit of 45 MPH on Stowe Drive from Community Road to pomerado Road February 11, 1992 page 2 - The speed survey indicated 85th percentile speeds of 49 mph eastbound and 48 mph westbound. This supports the establishment of a 45 mph speed limit under State of California Traffic Manual Criteria. FISCAL IMPACT Fiscal impact will be limited to labor and materials to install new speed limit signs. All work will be done by existing public services operations personnel. ENVIRONMENTAL REVIEW The proposed action is categorically exempt from CEQA under Section 15301(F). RECOMMENDATION The Traffic Safety Committee recommends that the City Council introduce and hold first reading of the attached 'ordinance (Exhibit B) establishing a speed limit of 45 mph on Stowe Drive from Community Road to pomerado Road and continue the public hearing for the second reading of the ordinance and adoption to February 25, 1992. AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA ADDING TO SECTION 10.32.230 OF THE POWAY MUNICIPAL CODE ESTABLISHING SPEED LIMITS ON STOWE DRIVE BETWEEN COMMUNITY ROAD AND POMERADO ROAD THE CITY COUNCIL OF THE CITY OF POWAY DOES ORDAIN AS FOLLOWS: Section 1: Pursuant to Section 22357 of the California Vehicle Code permitting increase in local speed limits upon the completion and recommendation of an engineeri~g and traffic survey; a 45 mph speed limit on Stowe Drive from Community Road to pomerado Road is hereby established. Section 10.32.230 of the poway MUnicipal Code shall be amended to include: stowe Drive. The prima facie speed limit on Stowe Drive between Community Road and pomerado Road is established at 45 miles per hour. Section 2: This ordinance shall take effect and be in force thirty (30) days after the date of its passage; and before the expiration of fifteen (15) days after its passage, it shall be published once with the names of members voting for and against the same in the Poway News Chieftain, a newspaper of general circulation published in the City of Poway. Introduced and first read at a regular meeting of the City Council of the City of poway held the 11th day of February, 1992, and thereafter PASSED AND ADOPTED at a regular meeting of said City Council held the 25th day of February, 1992, by the following roll call vote: AYES: COUNCILMEMBERS NOES: COUNCILMEMBERS ABSENT: COUNCILMEMBERS Jan Goldsmith, Mayor Marjorie K.
