The site is located east of Espola Road, across from poway High School in the RR-B and RR-C zones. APN: 278-461-01 - 34; 278-462-01 - 39 ABSTRACT The applicants propose to modify a development review originally approved on December 20, 1988 by adding two new floor plans and a variety of optional additions for the original floor plans. The proposed modification will give The Grove a more "custom" look and staff recommends approval of the change. DISCUSSION The Grove is a 70 lot subdivision located on the east side of Espola Road opposite poway High School. As originally approved, the project offered five floor plans with varied elevations for each plan. CUrrently only 31 of the 70 homes have been built. The applicants want to provide more options to potential buyers in order to improve the marketability of the project. The two new plans are considerably larger at 4,176 and 4,233 square feet. Two elevations are proposed for each plan as illustrated on Attachments 4 and 5. The new models are both one-story ranch style homes with mediterranean elements. Standard Pacific has submitted new selections of stucco and roof materials. Eight combinations of stucco and trim colors are offered with 11 different roof tiles. Colors ae primarily light shades of off-white and beige. Roof tiles range from tan to terra cotta to dark grey and include both flat tile and "S" tile. In addition to the new models, buyers will also be given an opportunity to choose one of six optional additions to Models 720, 730, and 740 as outlined below and illustrated on Attachments 6, 7, and 8. The new plan for The Grove with its seven models ",ill provide 18 basic housing styles or conceivably as many as 24, if buyers select to use all of the optional additions. This far exceeds minimum standards. The applicants propose one deviation from standard procedure in the layout of this project. Normally developers provide staff with a master plan of the entire subdivision prior to issuance of permits. This plan shows where each model, elevation, and color scheme will be plotted and gives staff a way to check for sufficient variety in the plotting. Standard Pacific proposes to initiate a sales and marketing program in which buyers may choose a specific lot and also select the floor plan, exterior colors, and roof material. Once several homes have been designated in a building phase, the developer will fill in the remaining lots with production homes, This will require staff to coordinate with the builder on each of the 39 remaining lots to avoid repetition of similar models. The developer believes that this greater degree of flexibility will improve sales in what has proven to be a difficult market, Attachment 3 illustrates the location of the lots which remain to be built. The large size of these lots in combination with the 2 of 15 OCT B 1991 ITEM 7 - - Agenda Report October 8, 1991 page 3 fact that most of them contain many mature avocado trees makes it unlikely that there will be any problem with a monotonous "tract home" effect in this proj ect . Staff believes the flexible plotting will be workable, provided the applicant follows the program outlined on Attachment 9, Development Facilities All basic public facilities have been completed for this project. ENVIRONMENTAL REVIEW A Negative Declaration was adopted when Development Review 88-22 was originally approved in 1988. The proposed modification involves minor architectural changes and will not result in any additional environmental impacts. CORRESPONDENCE Public notice was published in the Poway News Chieftain and mailed to 96 property owners in the project area. - FISCAL IMPACT None. FINl>INGS All findings required. for approval of the modified development review can be made and are listed in the attached resolution. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING DEVELOPMENT REVIEW 88-22(M) ASSESSOR'S PARCEL NUMBER 278-461-01 - 34; 278-462-01 - 39 WHEREAS, Development Review 88-22(M) submitted by Standard Pacific of San Diego, applicant, requests approval of a modification to DR 88-22 to adding two new floor plans and six optional additions for the original floor plans for property described as Lots 1 - 36, 38 - 42, and 45 - 73 of Map Number 12044 in the RR-B and RR-C zones; and WHEREAS, on October 8, 1991 the City Council held a hearing on the above-referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental Findinqs: The City Council finds that the environmental impacts of the proposed project were adequately addressed when the Negative Declaration for DR 88-22 was adopted on December 20, 1988. The proposed modification requires no further environmental review. Section 2: Findinqs: l. The proposed project will be consistent with the existing general plan and there is a reasonable probability that the project will be consistent with the proposed general plan. 2. That the proposed development is in conformance with the poway General Plan, because it proposes large lot single- family residential uses consistent with the General plan designations of RR-B and RR-C. 3 . That the proposed modification to Development Review 88- 22 will not have an adverse aesthetic, health, safety, or archi tecturally related impact upon adj oining properties, because rooflines, materials, and building locations will be varied, and the colors, architectural styles, and building materials are compatible with nearby developments and consistent with General plan and zoning Ordinance design guidelines and criteria. 4. The modified project will provide a greater variety in housing type which is consistent with General Plan design objectives. 4 of 15 OCT 8 1991 ITEM 7 - - Resolution No. P- page 2 ~ 5. That the proposed modification to the development review is in compliance with the Zoning Ordinance, in that the project meets or exceeds all applicable development standards of the RR-A and RR-B zones and is consistent with the Zoning Ordinance design criteria for tract subdivisions. 6. That the proposed development encourages the orderly and harmonious appearance of structures and property within the City, because it is similar to and complements other projects in the vicinity. Section 3: Citv Council Decision: The City Council hereby approves Development Review 88-22(M) subject to the following conditions subject to the following conditions: l. Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. 2. All conditions of Resolution P-85-16 and P-88-125 shall apply except as modified herein, ~ 3. The homes shall be plotted in accordance with standard RR-B and RR-C setback requirements as specified by the Zoning Ordinance. 4. The applicant shall adhere to the guidelines contained in Attachment 9 of the staff report dated October 8, 1991 in plotting the homes, A mix of the approved housing styles and color schemes must be provided. 5. With each application for building permit, the applicant shall provide the Planning Department with a master plan showing existing plotting and unit mix, APPROVED and ADOPTED by the City Council of the City of Poway, state of California, this 8th day of October 1991.
