Del Norte Road, Poway, California, Gabilar Laow,

BACKGROUND
On March 29, 1990, staff responded to numerous complaints that an
auto repair business was being conducted at 16100 Del Norte Road.
A 30-day extension was granted with the agreement that all autos,
tow trucks, tires, equipment and anything related to auto repair
- would be permanently removed from the residence by May 2, 1990.
During an April 20, 1990 inspection, Mr. Laow was informed that the
deadline for the entire cleanup would be May 2, 1990. Additional-
ly, he was informed that the City Council would be holding a Public
Hearing on May 8, 1990 to consider declaring this property as a
public nuisance if compliance was not completed by the May 2, 1990
deadline.
FINDINGS
The inspection conducted on May 3, 1990 found 14 inoperable vehi-
cles, stacks of tires, several barrels of auto related fluids, air
compressor, engine blocks, auto related tools, equipment and var-
ious auto parts. At this inspection, Mr. Laowlg attitude became
increasingly uncooperative stating he would not remove anything
from the property because it all belongs to him. He also requested
that staff not enter his property for any future inspections.

RECOMMENDATION
It is recommended that the City Council adopt the proposed Reso-
lution finding that the conditions on the property constitute a
public nuisance, and declaring that the City may abate the nui-
sance and charge the cost of the abatement, including administra-
tive costs thereof and reasonable interest therefore from the
date of said abatement, to the owner of the property, Mr. Gabilar
Laow. If said costs are not reimbursed to the City within 30
days of notice of same, the City may assess a lien on the proper-
ty and impose pay by placing all charges on the tax rolls.
