SUBJECT: Illegal Camps in Del poniente/Huntington Gate Area
ABSTRACT
At the October 30, 1990 City Council Meeting, Mary Lipson and Sue
Harman residents of the Del Poniente/Huntington Gate area complained
of illegal camps and migrant workers in their neighborhood.
BACKGROUND
Prior to this date Staff had responded to a complaint regarding
illegal camps in this area. The Code Compliance Officer walked the
- area and was unable to locate a camp site. Mrs. Harman was contacted
by Staff to identify the precise location of the camp. Upon
investigation Staff was unable to locate a camp. Staff advised Mrs.
Harman that any sighting of illegal camp fires be reported
immediately to 911, this would enable the Fire Department to respond
and locate any hidden encampments. In addition to Code Compliance
efforts, the Sheriff's spent four (4 ) consecutive days, performing
undercover surveillance in this area due to reports that children
walking to and from school were being affected by-migrant workers in
the area. No evidence of illegal activities were noted by the
Sheriff's.
FINDINGS
On October 31, 1990 the Director of Safety Services and the Code
Compliance Officer met with Sue Harman. .Staff explained that the
City has the ability to abate all illegal camps. Mrs. Harman
understood and agreed to assist staff in locating the encampments by
contacting 911 immediately whenever she observed a camp fire. This
would assure Staff of locating any hidden encampments. Mrs. Harman
was advised to contact the Sheriff's Office immediately if people
were observed trespassing.

RECOMMENDATION
It is recommended that the City Council receive and file this report
and direct staff to continue to aggressively respond to complaints of
illegal camps located in the City of Poway.
