Staff received a request to install a stop sign or add red curb to the intersection to improve sight distance when exiting Paseo Colina. This action will add red curb to a portion of Old Pomerado Road and remove red curb in another portion. Recommended Action: It is recommended that the City Council adopt the Resolution. Discussion: The City received a request for staff to install a stop sign or add red curb to the intersection of Old Pomerado Road and Paseo Colina to improve sight distance when exiting Paseo Colina. Concern was specifically expressed for visibility of southbound vehicles on Old Pomerado Road from vehicles entering the intersection at Paseo Colina. Staff reviewed the existing conditions and visited the site during the morning peak period to monitor operations. Staff identified 25 feet of existing red curb on Old Pomerado Road. The posted speed for Old Pomerado Road is 30 mph. The existing conditions were used to evaluate if necessary warrants were met to justify the installation of an all-way stop sign or the extension of red curb. This issue was considered by the Traffic Safety Committee (TSC) on August 28, 2019. Per a field evaluation of the site and California Manual of Uniform Traffic Control Devices (CA-MUTCD) standards, staff did not recommend the installation of an all-way stop sign but rather made a recommendation to extend the existing red curb an additional 20 feet to improve sight distance for the eastbound to northbound movement (see Sight Distance Exhibit included as Attachment B). The TSC requested that staff re-evaluate the all-way stop control warrants at the intersection using current traffic volumes. 1 of7 May 19, 2020, Item #3Traffic counts were conducted on September 12, 2019 for the analysis. After reviewing all criteria listed in the multi-way stop applications per Section 2B.07 of the 2014 California Manual of Uniform Traffic Control Devices (CA-MUTCD), the traffic count results and accident data for the intersection, staff did not recommend the installation of a multi-way (all way) stop sign at the Old Pomerado Road and Paseo Colina intersection. Staff recommended the addition of 20 feet of red curb as previously proposed to extend the existing red curb to a total length of 45 feet. To supplement the loss of 20 feet of available parking where red curb was proposed, staff also recommended the removal of 50 feet of existing red curb on the western side of Old Pomerado Road near the intersection with Pomerado Road, as indicated in Attachment C. The current 20 foot lane width (including curb and gutter) is sufficient to provide more than the minimum required 10 foot travel lane and seven foot width for parking. At its meeting on February 12, 2020, the TSC voted unanimously to support staffs recommendation to approve the recommended parking modifications. After the TSC meeting, staff received email correspondence recommending alternative parking modifications. The requester suggested that instead of removing the 50 feet of No Parking west of Pomerado Road, modifications could be made to the roadway to allow parking in front of an apartment complex south of Paseo Colina. Staff researched the right of way width and visited the site to measure the existing pavement width. The paved travel lanes varied from 11 feet to 12.5 feet on either side of the road. There are no curbs along this stretch of Old Pomerado Road and vehicles park perpendicular or diagonally on the west side of the road, off the pavement. In order to accommodate on street parking, extensive improvements would need to be completed. Staff does not recommend completing these improvements at this time due to the expense involved. The recommended No Parking removal will increase parking beyond what is currently available. Based upon the support by the TSC, staff recommends approving the Resolution to extend the existing No Parking Zone an additional 20 feet on the west side of Old Pomerado Road, north of Paseo Colina and to remove 50 feet of No Parking on the west side of Old Pomerado Road, west of Pomerado Road. Environmental Review: The proposed modifications to the "No Parking Zones" on existing City streets is Categorically Exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, pursuant to Section 15301 (c) of the CEQA Guidelines, in that the project involves maintenance of existing streets with no expansion of use. Fiscal Impact: Sufficient funds are available in the Sign Maintenance Materials Account (411040-45300) for the proposed signage costs which are estimated below $500. Public Notification: A Notice of City Council Meeting has been sent to residents who attended the TSC meeting on February 12, 2020, those who have expressed interest through correspondence on the subject, and those within 500 feet of the proposed parking changes. 2 of7 May 19, 2020, Item #3Attachments: A. Proposed Red Curb Exhibit Reviewed/ Approved By: Assistant City Manager 3 of7 Reviewed By: Alan Fenstermacher City Attorney Approved By: City Manager May 19, 2020, Item #3RESOLUTION NO. 20-A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, APPROVING NO PARKING ON THE WEST SIDE OF OLD POMERADO ROAD NORTH OF PASEO COLINA AND REMOVING NO PARKING ON THE WEST SIDE OF OLD POMERADO ROAD WEST OF POMERADO ROAD WHEREAS, Section 21100 of the California Vehicle Code permits local authorities to adopt by Resolution traffic control measures meeting the requirements set forth under Section 21351 of the California Vehicle Code; WHEREAS, Section 21351 of the California Vehicle Code permits the establishment of No Parking zones in the City of Poway; WHEREAS, Section 10.28.080 of the Poway Municipal Code permits the establishment of No Parking zones when necessary to facilitate the movement of traffic or to eliminate a hazardous condition; WHEREAS, the City has received a request from residents to resolve concerns related to sight distance at the Old Pomerado Road and Paseo Colina intersection; WHEREAS, the City Council has determined that a 20-foot extension of the existing No Parking zone adjacent to the Paseo Colina intersection is appropriate for Old Pomerado Road; and WHEREAS, the City Council has determined that removal of existing No Parking is appropriate for Old Pomerado Road. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: SECTION 1: The proposed modifications to the "No Parking Zones" on existing City streets is Categorically Exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, pursuant to Section 15301 (c) of the CEQA Guidelines, in that the project involves maintenance of existing streets with no expansion of use.
