A NOTICE OF CITY COUNCIL PUBLIC HEARING
NOTICE IS HEREBY GIVEN of the availability for public review of a MITIGATED NEGATIVE DECLARATION.
A PUBLIC HEARINGon this item will be held before the POWAY CITY COUNCIL at the timeand location noted
below.Environmental Assessment and Tentative Tract Map (TTM)19-004 and Minor Development Review
Application (MDRA)18-014,a request to construct a 6,982 square-foot,single-family home and 2,492 square
feet of garage,workshop and storage area on Lot 10 of the Williams Ranch Subdivision,a vacant lot at the
westerly terminusDel Poniente Road located inthe RuralResidential A (RR-A)zone.The proposed project would
require amendments to conditions in the Tentative Tract Map for Williams Ranch (TTM 89-09)and mitigation
measures required by the adopted Mitigated Negative Declaration to allow a two-story home on Lot 10 where
these documents limit the height to one story.The applicant also proposes to modify the boundary of an open
spaceeasementestablishedbythe TTMin order to provide required fire fuelmanagement zonesfor thenewhome
and exchange the open space encroachment area with another area on the property.The site is not on any of
the lists compiled pursuant to Section 65962.5 of the Government Code.This includes,but is not limited to,lists
of hazardous waste facilities,land designated as hazardous waste property,hazardous waste disposal sites,and
the information intheHazardous Waste and Substances Statement required under subsection(f)of that Section.

from April 30,2020 toMay 19,2020.The Initial Study identified substantial evidence that the project may have
a significant effect on the environment but that mitigation measures can be incorporated into the project that
will reduce the impacts to a levelless than significant and,therefore,a Mitigated Negative Declaration has been
prepared and is recommended for approval.Copies of the Mitigated Negative Declaration and all reports and
documents referenced in it are on file in theDevelopment Services Department at the address noted below.All
commentsconcerningthis environmental document must be submitted in writing to the DirectorofDevelopment
Servicesno later thanMay 19,2020.TheCityisrequiredto consider all written comments received during thenoticed
publicreview period prior to approving theproject.ANYINTERESTEDPERSON mayreview thestaffreport and the
plans for this project and obtain additional information at the City of Poway Development Services Department,
