The RB fireworks have already been canceled, so Poway fireworks will draw people from surrounding areas. It will be almost impossible to assure people remain socially distanced and protected. Covid-19 is a new disease! We know that it is highly contagious and can be very deadly to people with underlying conditions. Poway fireworks could be a super spreading event. County data clearly shows that we are not done with Covid-19. It's not even clear that we are over the first wave. Hosting the fireworks, however, gives the impression that we can get back to normal. It will encourage people to ignore restrictions that have worked so far. I encourage the council to follow the County's phased opening approach. The last thing we need is a "Mission Accomplished" event. 2 of3 1 May 19, 2020, Item #'s 4 & 5 Agenda item 5: Reopening of the Poway Economy I absolutely agree with the intent of this proposal, but I have issue with the last sentence of Councilmember Mullin's proposal, "I request Council concurrence to direct staff to explore ways in which Poway can reopen our economy in a swift, yet safe, manner." Clearly, implementing the proposed actions will help reopen our economy, but the stickler part is doing it safely. If the Governor's measures are too onerous, then we need to define our own. What defines "safe?" What measures will be tracked to show the impact of new infections while we get back to normal. What measure thresholds will be set to act as a counter-balance to opening too fast? Safety measures must be part of any proposal. In my opinion, until we can trace and quarantine all of the contacts of all infected people, we should continue to move slowly.
