It clearly says in the summary and recommendation that rates are to remain the same and there are sufficient funds to cover fiscal 2020·2021 at the current service level. In the discussion section it talks about a property tax increase because there are not sufficient funds to cover 20·21. Don Martin 15570 Garden Rd. Summary: At the City Council meeting on June 16, 2020, Council adopted Resolution No. 20-041 declaring the intention to levy and collect assessments within Landscape Maintenance District (LMD) 86-2 and set the public hearing for July 21, 2020. Assessments are proposed to remain unchanged from the Fiscal Year 2019-20 rates. In Zone A, where a Proposition 218 ballot to increase assessments failed, service level reductions were implemented during Fiscal Year 2009-1 0 to ensure District expenses did not exceed projected revenue. Zone A service level was reduced to level C and may be subject to further adjustment during Fiscal Year 2020-21 depending on frequency and magnitude of unplanned events. Zone B balances and revenues are projected to be sufficient to maintain service level A. To: 'EHeidemann@poway.org' <EHeidemann@poway.org> Cc: 'wwiley@poway.org' <wwiley@poway.org> Subject: Landscape District 86-28 Proposed Assessment Increase Hi Eric, I see another increase for landscape district 86-2B is scheduled for council approval tomorrow night. I'm curious as to why another increase is needed as funds spent over the last five years should have reduced the labor and water expense in our district. Five years ago we removed two long blocks of vegetation and irrigation and replaced it with boulders. No more water and a zero maintenance for the contractor. Around the same time most of the vegetation was replaced with drought tolerant plants. As Dona stated when I asked about last year's increase she said a big part of the budget was the capital cost to replace all of the sprinkler heads with more efficient ones to reduce the water costs. We've gone from having so much surplus every year that we had to meet every three years to figure out how to spend the excess to the situation now where you're stating the minimum reserves are not being met and increases are required for the second year in a row. What happened with all of the efficiencies that have been implemented? Did the savings not pan out? If last year the reason for the increase was the sprinkler replacement what is the scheduled project for this year that is expected to consume the budget? We all understand that labor costs in California have increased to support minimum wage and health care increases and the contactor has to pass that through. Those increases are explainable.
