Kelly lJrL.Qerk 2020 09/01 Agenda Item 8; Affordable housing project Monday, August 31, 2020 2:33:17 PM To Whom It May Concern, I am writing to emphatically appeal to the board to NOT allow the small 2 acre property, near the intersection of Twin Peaks and Espola, to be used for multi-unit housing. I have lived in Poway, just up the road from that location, for 26 years. I am very familiar with the traffic patterns and their impact on the area. That intersection is backed up every single weekday. The gas station and strip mall located adjacent to the parcel is tricky to navigate now. Add high density housing to that area and it's guaranteed to become a problem, possibly with loss of life. A previous proposal to build on that site was rightfully rejected due to all the reasons (and more), states above. I'm perplexed why it's being brought up again when nothing has changed in the area. Please don't turn Poway into Mira Mesa. My name is Vikki Herrera and I own a home on Kalapana St located two blocks away from the Twin Peaks and Espola Rd intersection and I strongly oppose this project, as I and the majority of my neighbors did a few years ago. Rather, I'd recommend a fire station and park if the City of Poway is seeking to develop this land and act in the best interest of residents. As was the case with this project a few years ago, this area is not conducive to a housing development due to the small at-capacity elementary school, traffic issues, lack of public transportation, utilities, fire, etc. We asked the city counsel to investigate each of these issues a few years ago before considering building anything and to my knowledge they have not. Due to so many people saying the Twin Peaks site was NOT appropriate -the city counsel decided not to build but here we are again. The intersection at Twin Peaks and Espola is dangerous already and is bumper to bumper every day -morning and evening. As a mother who pre-COVID-19 walked her elementary age kids to school each day, the traffic here is abhorent and the drivers' Illegal red light running and intersection/crosswalk blocking is entirely unmanaged by city police. Fix all these problems before considering high density housing that will invariably make these problems worse. The site is already too traffic congested. The intersection at Twin Peaks and Espola is dangerous already and is bumper to bumper every day-morning and afternoon/evening. This is a rural area in the outskirts of Poway with no walking access to shopping centers or other resources, and suboptimal public transportation. I request, in detail, what the counsel will do BEFORE they decide to build high density housing in regards to hiring more teachers, making the roads safer in this area, adding appropriate amounts of road lanes, updating public transportation stops, utilities, fire, police officer presence, etc. I request instead of building congested housing in the rural outskirts of Poway we approve much needed updates to the surrounding school, fire, roads, utilities, public transportation, water management, etc, etc, etc. Fire season is here and how can this money be spent protecting our existing neighborhood.
