Poway Waste : 65,384 tons (2018) •Trash: 48,443 tons •Recycling: 7,156 tons •Green waste: 9,784 tons California’s Waste Stream •California’s emission reductions goals: •Reduce emissions to 1990 levels by 2020 (AB 32, 2006) •Reduce emissions by 40 percent below 1990 levels by 2030 (SB 32, 2016) •California’s 75% recycling goal focuses on: •Source reduction •Recycling •Composting (including anaerobic digestion) Why Organics? •AB 939 (1989) –Requires cities and counties to divert 50% of all solid waste from landfills. •AB 341 (2011) –Requires mandatory commercial recycling by certain businesses; sets a state-wide 75% recycling goal. •AB 1594 (2014) –Encourages local governments to divert their green waste from landfills. •AB 1826 (2016) –Requires businesses that generate 4 yd. of solid waste per week to arrange for organic recycling services. •SB 1383 (2016) –Requires 50% reduction in landfilled organic waste by 2020 and 75% by 2025; also requires 20% increase in recovery of currently disposed edible food. Recycling State Mandates SB 1383 Jurisdictional Requirements Provide organic collection services to all residents and businesses. Establish edible food recovery Programs. Conduct education and outreach to community. Procure recyclable and recovered organic products. Secure access to recycling and edible food recovery capacity. Monitor compliance and conduct enforcement.
