My name is Carla Cocco. I am a homeowner on Ilene Street in Poway, directly south of the proposed new Fairfield development at the Carriage Center site. I am unable to call in to the City Council hearing scheduled for 12/1/2020, so instead I am providing my comments in writing to the City Clerk, as instructed on the notice I received. Specifically, I am concerned about having a three-story apartment complex directly behind my house. I feel that those of us living on Ilene Street will have a significant loss of privacy, and along with that, a significant loss of quality of life and property values for our homes. Fairfield was amenable to removing eight units from the plan, which lowered the south end of their buildings from four stories to three. Those of us living on Ilene Street have told them that stepping down the last row of apartments from three stories to two stories would remove our concerns about loss of privacy. I'd like to go on record here asking Fairfield to remove more units from the south end of the buildings, effectively making them stepped down from four to three to two stories, before the plan is approved by Poway City Council. I have one other concern about the proposed plan, and that is the City's future plan to make the driveway along the south side of the Fairfield property eventually become a road that goes all the way through to the library. For those of us living along Ilene Street, that would mean cars cutting through 24/7 to avoid Poway Road, and effectively placing a street right next to our back fences.This is unacceptable for many reasons, and I respectively ask City Council to remove that from the plan forever. It won't help enough with Poway Road traffic to make it worth the huge hit to quality of life that we will experience here on Ilene Street. I want to believe that Poway respects and honors its residents, and particularly wants to preserve quality of life whenever possible. There are compromises that can be reached over this Fairfield development that should work for that company as well as those of us who have made our homes here. This redevelopment proposal for the property located at the Poway Fun Bowl/Carriage Center properties is long overdue. There is a need for more living space for our employees and tenants in the local area. Most if not all of our people live outside of Poway due to lack of housing. And the addition of more restaurant choices and much needed local retail would be welcomed. Not to mention the removal of the old and worn out buildings to be replaced with a new modern community and almost 10,000 square feet of public space will be a beautiful expansion for the city and the residents.
