Here's two pictures of where there are allowed signs. First is neighborhood behind Poway Honda. Which I heard City council
tell Poway Honda that their employee they are not allowed to park on that street at city council meeting.
2nd is right off Metate. Slack and Ilene have no outlet.
If I drove around Poway I'm sure there are plenty more of these warnings posted along neighborhood.
I'm confused why we are not privileged enough to be offer this small consolation. Along with Fairfield putting in writing to
their residents that they are not allowed to park in our neighborhood.
I also read the developer letter supporting project stating the parking issue will be with Fairfield not the general public. Come
on, who is he kidding. It will migrants to my neighborhood. It's already happens on Buckley, as I stated in last email. Slack has
direct outlet to community park which will be a quick walk to all new developments. We already have people parking on street
now during day.
We are the ones that will have to put up with two years of noise while this is being built. Traffic how can anyone say it will not
cause a traffic issue?
In closing -yes I believe we need a face lift on Poway Road but sad our road will look like entering Mira Mesa. At least they put
it by the freeway.
Will be on the call.
Thank you

Funny I see it in at least two area in Poway. One by Poway Honda and the other off Metate where clearly says

Of course City has no plans to help us with what going to be a nightmare in our neighborhood. I just walked
park and can clearly see how easy for these residents to park on my street -which has direct access to
park. They will park here then walk into the "Commons" to get to both development. Buckley is already a
parking lot to Carriage Rd apartments.
Can you please explain how those other neighborhood can have those signs but we can't?
If you would like -I will gladly take pictures to send to you.

I spoke with our Engineering Division, the City has no means to restrict on-street parking to
residents only. Nor does the City have a parking permit system in place that would allow this
type of parking restriction. It would be difficult to enforce since we don't have parking
enforcement like other cities.
The Fairfield proposal is providing the number of parking spaces required per the Poway Road
Specific Plan and it is not anticipated that parking in adjacent neighborhoods will be an issue.
Thank you for your email.

Hi Camille,
Thank you for taking the time to come by. I know everyone is busy so I do appreciate your time. I spoke
with David (broker) afterward and he will keep working on Rene's. In terms of street parking signage, I
have copied our project planner Scott. He may have some insight on this as I don't know what "the art
of the possible" is on this matter.
Thanks again, Ed

Hello
Thank you for listening to our concerns today.
I think we are on the right path if a few more tweak are made to the plan
I am still worried about the parking on my street from that other developments having direct access to
the park. Do you know if the city could put sign in our neighborhood regarding parking? That might be
the solution.
Thanks again. Keeping my fingers cross for Rene/El Comal.

Ref: Fairfield Poway -Poway Bowl & Carriage Center Redevelopment
Dear City Council Members -
We have received the Notice of City Council Public Hearing scheduled for December 1, 2020 regarding the
Poway Bowl & Carriage Center Redevelopment project on Poway Road. Concrete Contractors Interstate
(CCI) is a locally owned business located in the Poway Business Park since 1998. Fairfield Residential
(FHR Realty, LLC) is a very reputable developer throughout the United States with numerous projects in
the San Diego area. Fairfield Residential has an excellent reputation and a solid track record of producing
high quality projects and we highly recommend them for this project.
CCI would like to express it's support of this proposed project as it would provide very much needed
housing for employees of local businesses. CCI currently has only two full time employees living in Poway
due to the housing shortage. All other employees are having to commute from surrounding areas.
This project will also provide very much needed improvements to Poway Road at the projects' location and
replace the outdated structures and dilapidated parking lots with new improvements. There is also a new
restaurant within the proposed development that would provide outdoor seating for residents and visitors.
CCI plans on attending this virtual public hearing online and would be happy to lend any more required
information or answer any questions you may have.
Sincerely,
Dave Peterson

The San Diego County Deputy Sheriffs' Association (DSA) is pleased to support the
proposed Fairfield Residential mixed-use project at the Poway Fun Bowl and Carriage
Center properties. We are pleased to see these properties redeveloped because the
DSA believes that the conversion of dilapidated structures into new developments
eliminates the potential nuisance issues that are often associated with shuttered
buildings. We are also supportive that the project will provide additional housing in
Poway. As you likely know, there is a large percentage of our Deputies that serve the
community but live outside of the City. New, high-quality rental housing gives our
Members more opportunity to live where they serve. Beyond the housing, the
restaurant, retail, and open space opportunities included in the Fairfield plans will be
appreciated by both new and existing Poway residents. Because of these points, we
are hopeful that you approve this much needed project and look forward to seeing
Poway Road continue to redevelop and transform.

Dec. 1 City Council Meeting -Agenda Item #7
I am writing on behalf of Civil Sense, a Poway business owner, in full support of the redevelopment of the Poway Fun Bowl and
Carriage Center sites with a mixed-use development that's on Agenda Item #7 for the December 1st City Council Meeting. The
proposed project will provide additional public benefit in the form of adding new housing to help address the region's housing
crisis while also providing retail spaces and restaurants. Currently, none of our employees live in Poway. This project will offer
more housing with better opportunities for them to work and live in the same City. Please feel free to contact me at 858-663-

Dear Mr. Mayor and City Councilmembers:
We have been made aware of your consideration and vote on the Fairfield mixed-use project
located on Poway Road at your next City Council meeting on December l51• It is our
understanding that this project will consist of 212 apartments units, 10,000 plus SF of public
p,ark area, and 11,300 SF of retail space.
As a major employer in the Poway Business Park, we would support the Fairfield project as it
brings in very much needed workforce housing to the Poway Business Park. We are also
supportive the open space park component and retail space that will bring in more restaurant
choices for all Business Park employees.
It is also our understanding that this project complies with the previously approved Poway
Corridor Specific Plan that was approved by the City Council just over 3 years ago.
Please consider this a letter in support of the Fairfield project.

Redevelopment of Poway Road Bowling Alley and Thrift Store Row
Dear Council Members,
As a resident of Poway since February of 1995 to present (13627 Sunset View Road), and living in Carmel
Mountain Ranch for 1985 to 1995, I've had many visits to both of these centers. My kids and family to
the Fun Bowl for various outings; and we worked at our parish St. Michaels thrift store.
The Fairfield development appears to be a nice balance of well needed housing and a Town Village feel
that was started with the library and now hopefully will be extended by a number of these types of
projects including this one. This very tired and run-down stretch of Poway Road is quite frankly an
embarrassment that needs to be cleaned-up and brought into an updated atmosphere comparable to
other town villages throughout San Diego County. These existing sites also offer vandals and the
homeless an invitation to congregate.
It appears this will include a family friendly area with updated fast-casual dining, that now I can enjoy
with my kids kids, my grandchildren. I believe these new complexes will not put too much of an
additional traffic burden on Poway Road, and along with the good onsite parking of this project, to me
makes this an easy decision to move forward.
The future looks better with the cleaning-up of Poway Road, thank you for listening!
Kindest Regards

Hello,
ArnLJ
Councilmembers
Carriage Rd Mixed Use Project
Tuesday, December 1, 2020 9:49:23 AM
I am writing about the development on tonight's agenda. It is the one that is planned for the
current bowling alley/thrift shops area. I respectfully request that the project be rejected in its
current state.
It is my understanding that under the PRSP, projects should revitalize Poway Rd and entice
people to come to Poway for shops and restaurants. There is insufficient commercial space
and parking in the current plans. This is an excellent location for someone to dine and then
spend the day at Community Park. There needs to be ample parking and commercial options.
Also, four stories is too high for that plot of land, looming over the neighborhood below. The
community benefit does not seem to be a fair trade off for the height differential.
I understand these projects take time and careful consideration. I hope that you will reject a
precedent of 4 stories, mainly made up of housing, as acceptable on Poway Rd.
The people of Poway have shown, through voting results on The Farm, that they are
reasonable with regard to increasing housing in the city. When housing projects provide
sufficient community benefit, fit in with the surrounding areas, and are a manageable density,
2/3 of Powegians support it.
This project has none of those qualities. I'm confident this would not be approved if it were
put on a ballot. Since that is not a requirement, I hope you all will speak up for Powegians and
reject this project unless modified.
Thank You,
Any Jackson

Subject: The Monstrosity Plan!!!
Hello City Council Members, City Managers & Fairfield Associates,
We want to thank Fairfield for renting the scissor lift so everyone could see the view that our proposed
neighbors are going to have into our backyards. We have attached pictures from the 3rd floor sites (22 FT) and
the 4th floor@ (30 FT). As it clearly shows at the 3rd floor height you can see a full view of our backyard
(straight on). Hence, keep in mind what a side angle view will show, which is (EVERYTHING). Just imagine
there's another floor and that wou Id be the fourth floor at 30 feet.
As per the plans of an 8 foot wall to provide privacy, this clearly shows in my video there's no privacy whats so
ever with that proposed 8ft wall. The suggestion from Fairfield (that supposedly our Council Members offered
as an option) was to recommend a "LATTICE" to be added to this wall a solution to this privacy concern.
Not one neighbor feels or sees that a "LATTICE" will give us our privacy or diminished any future noise level
with that suggestion.
The only solution to consider ...
We (South Poway Neighbors) recommend a 15 FT (SOLID WALL) nothing shorter. That is not much to ask
for! We all feel this will give us privacy and will deaden the sound of 200 cars parking behind the wall. In
addition to the future apartment complex pool if this monstrosity of a high rise is going to be built.
Just take a minute and envision this is your backyard. Would you want 30-40 windows looking down into your
backyard and into your windows based on my pictures and videos?
Would you want your house to depreciate by $100,000. Because it will. Fairfield claims our houses will
appreciate. The appraisers that I talked to said our properties will depreciate because of the privacy issue. If
you were in our shoes, would you want this proposed monstrosity?
Would you want the loss of privacy and the loss of equity?
I don't think anyone on this call would want or would approve the current plan!
Appreciate kindly,
Wendy and Mike
