Item 6 - Acceptance of the Power to Blue Crystal Reservoir Project; Bid No. 21-010 with Southern Contracting Company as CompleteOctober 5, 2021 Item # 6AGENDA REPORT CityofPoway DATE: TO: FROM: CONTACT: October 5, 2021 Honorable Mayor and Members of the City Council Robert Manis, Director of Development Services /A1 Henry Trang, Senior Civil Engineer ;t't, (858) 668-4602 or htrang@poway.org CITY COUNCIL SUBJECT: Acceptance of the Power to Blue Crystal Reservoir project; Bid No. 21-010, with Southern Contracting Company, as Complete Summary: On January 19, 2021 the City Council awarded the contract for the Power to Blue Crystal project; Bid No. 21-010, to Southern Contracting Company, in the amount of $35,275.00. This action will accept the project as complete. Recommended Action: It is recommended that the City Council: (1) Accept the Power to Blue Crystal project as complete; (2) Authorize the City Clerk to file and record the Notice of Completion; (3) Authorize the release of the retention in the amount of $2,815.19, if unencumbered, 45 days after City Council acceptance; (4) Release the Travelers Casualty and Surety Company of America Bond for Material and Labor in the amount of $35,275.00 after the release of retention; and (5) Retain the Travelers Casualty and Surety Company of America Bond for Faithful Performance for a period of one year. Discussion: The Power to Blue Crystal project provided electrical power to the Blue Crystal Reservoir site. Previously, a reservoir mixer pump was powered by solar panels located on the reservoir. Having a hard-wired connection to the electrical system provides a reliable power source and allows for future connections. The scope of work included the installation of conduit, transformer pad, meter pedestal, and wiring. There was one change order for this project which increased the contract amount by $21,028.89. The change order included additional costs for relocating the electrical conduit around an existing water line and extending the conduit from the meter to the reservoir. The final contract amount is $56,303.89. 1 of 2 October 5, 2021 Item # 6Environmental Review: The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act. Fiscal Impact: Sufficient funds are available in the Project account (WTR0030) for the release of retention. Funds remaining in the project after acceptance will be returned to the water fund for future projects. Public Notification: None. Attachments: None.
