SUBJECT: Approval of Local Appointments List of City Council Appointed Committees for 2022
Summary:
The City Clerk has prepared the annual Local Appointments List required by Government Code Section
54972. The Code requires that on or before December 31st of each year, the legislative body shall
prepare an appointments list of all regular and ongoing boards, commissions, and committees which
are appointed by the legislative body of the local agency.
Recommended Action:
It is recommended that the City Council approve the Local Appointments List for 2022 and authorize
the City Clerk to post in accordance with Government Code Section 54973.
Discussion:
Government Code Sections 54970-54974, also known as the Maddy Act, require that the City Council
prepare and post a Local Appointments List on or before December 31st of each year of all regular
and ongoing boards, commissions, and committees. The list must contain the following information:
1. All appointive terms which will expire during the next calendar year;
2. The name of the incumbent appointee;
3. The date of appointment and the date the term expires; and
4. The necessary qualifications for the position
This information allows any resident the opportunity to apply to serve on a Committee. The City
currently has two (2) Committees that fall under the provisions of this section. They are the Budget
Review Committee (BRC) and the Parks and Recreation Advisory Committee (PRAC) in which
committee members serve two-year terms. Two (2) committee members' terms on the BRC are set
to expire on December 31 , 2021 . No committee members' terms on the PRAC are scheduled to expire
in 2021 . The City will have three (3) vacancies on the BRC, two (2) due to terms expiring and one (1)
due to a committee member resignation. Two (2) vacancies are for two (2) year term and one (1) is a
(1) one year term to fulfill the remaining term of the BRC committee member who resigned. There will

be no vacancies on the PRAC. Application material will be posted online and the City Clerk's Office will
begin accepting applications for the BRC on Monday, January 10, 2022 and will accept applications
through Thursday, February 10, 2022. Appointments are tentatively scheduled to be made at the
March 1, 2022 City Council meeting. Any other vacancies that occur during 2022 would be
unscheduled and a notice would be posted in accordance with Government Code Section 54974.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA).
Fiscal Impact:
None.
Public Notification:
Upon approval, the Local Appointments List will be posted on the City's website and outside City Hall
and shall remain posted for the full calendar year to remain in compliance with the Maddy Act.
