SUBJECT Award of Contract - Final Phase of the
Needs Assessment Study
BACKGROUND
In 1981, the San Diego County Board of Supervisors approved the allocation
of $60,000 to the City of Poway from Community Development Block Grant
Contingency Reserves for a Comprehensive Community Needs Assessment Study
The fourth phase of the study was recently completed by Van Dell and
Associates, Inc The final phase of the Needs Assessment Study will
develop the following information
A Street right -of -ways and lots will be digitized from existing
City assessor parcel maps for the remaining urbanizing and rural areas
of the City
B The grid system map for the entire City of Poway will be
completed for ease in locating properties and sewer lines
C All the new General Plan boundaries will be annotated on
1,000 scale general plan maps
FINDINGS
0
The staff of the Department of Housing and Community Development for the
County of San Diego has reviewed and approved the scope of work for the
final phase of the Needs Assessment Study The estimated cost for com-
pleting the final phase is $9,000, which•is less than the amount required
for a formal bid under federal regulations
ACTION: Authorized City Mgr to negotitate contract with Van Dell & Assoc,
for final phase of Needs Assessment Study not to exceed $9,000

The data base necessary for completing the final phase of the study was
assembled by Van Dell and Associates, Inc as part of their report pre-
viously submitted to the City Council The company's prior knowledge of
the information necessary for completing the study will allow them to
finish the project in the most cost efficient manner for the City
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
negotiate a contract for the final phase of the Needs Assessment Study
with Van Dell and Associates, Inc not to exceed $9,000
