SUBJECT: Community Contributions Program Quarterly Report
Summary:
The City's Community Contributions Program provides financial support for events,
programs and activities hosted by Poway non-profit, community and school groups. As
part of the program, staff provides the City Council with a quarterly report about
contribution requests received, approved and declined.
Recommended Action:
It is recommended that the City Council receive and file this report.
Discussion:
The City's Community Contributions Program allows non-profit, community and school
groups to apply for a financial contribution from the City for events, programs and
activities. The program's budget is $15,000 with a $2,500 per fiscal year cap for eligible
community groups.
Prior to June 2016, the City sponsored local high school Grad Nite events separately from
the contributions program. Poway High received $3,000, Abraxas $500, Rancho
Bernardo $500, Mount Carmel $200 and Westview $100 annually. When the program's
policy was revised, Grad Nite funding was rolled into the program's overall budget.
Under the program's revised criteria, only school groups representing Poway schools are
eligible for financial support. Based on the new criteria, Rancho Bernardo, Mount Carmel
and Westview are no longer eligible for funding. Rather than immediately suspend the
City's support to these schools, the Council asked that the contribution be gradually
phased out while at the same time increasing funding to Poway schools.
Between November 1, 2016, and January 31, 2017, the City received four funding
requests totaling $4,318. Three requests were funded and one was declined.

A $750 contribution was provided to Abraxas High School for its annual Special Needs
Dance in-lieu of the funding set aside for Grad Nite. Westview High School was provided
a $100 contribution and was notified that the contribution would be phased-out under the
terms of the revised program. The Friends of the Library was also provided a $150
contribution based on the program's funding formula.
The declined request was submitted by Dick Lyles partnered with the Poway
Neighborhood Emergency Corps (PNEC) and requested funding for a radio
communications system in the High Valley neighborhood. The request was declined
because infrastructure does not fit within the program's scope of "events, programs or
activities." Mr. Lyles was encouraged to join the City's ongoing efforts to develop an
emergency communications plan for the neighborhood.
Based on the funding formula and Grad Nite sponsorship approach, $1,000 was issued
this quarter leaving the program's balance at $8,950 for future requests and programs.

the second quarter.
