Summary: This is to clarify that while the proposed facility is identified in the staff report as a preschool, it will also provide day care for toddlers and infants. The maximum total number of children within the facility would be 90. The location for the proposed preschool within the Poway Valley Center is the northerly building, which currently has three suites addressed 13376, 13378, and 13382 Poway Road. These suites would be combined to create one large space for the preschool. The address for the proposed facility has not yet been assigned. Attachment A highlights the location of the proposed preschool within the commercial center. Staff has received two letters from residents regarding the proposed preschool (Attachment B). The letters highlight two concerns: The preschool will be located in the same center as a pub: The residents express concerns about the potential effect that the activities of the patrons of Poway's Irish Pub may have on the preschool children as it relates to drinking, smoking, and using the same parking lot. Response: Preschools are commonly found within shopping centers and coexist successfully with various types of commercial activities. Staff does not anticipate patrons of the pub and children in the preschool/day care will intermingle. The peak hours of the two establishments will be off-set and the pub and the preschool are located at opposite ends of the shopping center. The parking area and drop off area for the preschool are located towards the rear of the center while the pub is located at the very front of the center. The outdoor play area would be located approximately 350 feet from the pub. 1 of 5 March 7, 2017, Item # 3.1 CUP 16-005, VAR 17-001, and MDRA 17-003 March 7, 2017 Page 2 It should also be noted that staff has learned from the Department of Alcoholic Beverage Control (ABC) that the proximity of a preschool is not a consideration when issuing an ABC license for a bar. Traffic: The residents express concern for the additional traffic volume generated by the proposed business and its effect on traffic flow on Poway Road and the intersection of Poway Road and Community Road. Response: The City's Traffic Engineer has evaluated the project and has found that it will not have a significant impact on traffic. Based on SANDAG's trip generation rate for day care/preschool use, the proposed facility would generate 450 daily trips. The City requires a traffic study for a project that generates more than 1,000 daily trips based on the San Diego Traffic Engineering Council (SANTEC) and City of Poway requirements. Furthermore, an intersection analysis would only be required if a project generates more than 100 peak hour trips (50 trips inbound and outbound). Using SANDAG's peak hour trip generation rate of 18 percent of the 450 daily trips, the peak hour would generate 81 trips. Because this project does not exceed either of the City's threshold requirements, a traffic study is not required and the project was deemed to not have a significant impact on traffic. Recommended Action: It is recommended that the City Council approve CUP 16-005, VAR 17-001, and MDRA 17- 003, subject to the conditions of approval in the Resolution included as Attachment A. I, as a resident of Poway with two children have an objection for this preschool to be located by a bar.A drinking and smoking establishment is definitely not a good idea with children wound. Besides, I drive on Poway road, the traffic is already heavy. I can not imagine more traffic on this road. I urge the Poway council not to allow this conditional use permit for preschool to locate next to a potentially dangerous situation with people drinking and smoking. I want to express my reservations and objections concerning the possible granting of a conditional use permit for the development of a preschool in the Valley Center strip on Poway Road. First Concern:The Preschool is to be located very near the Irish Pub in the same center. The Irish Pub is a busy live entertainment and drinking establishment.They advertise a happy hour that lasts all day.There is an outdoor area for smoking. Patrons are encouraged to drink which is normal and befitting a pub. Mixing this clientele with parents and small children in the same parking lot is a prescription for a disaster. Patrons of the pub will be driving (after drinking) in the same parking lot where parents will be dropping off and picking up their children. I believe this creates an unsafe situation for the children and their parents. Second Concern:Traffic flow on Poway Road The proposed preschool location is very close to the busiest intersection in Poway.According to leasing agents 59,000 cars use the intersection daily. I am one of those persons.The volume of traffic entering the proposed site will be very heavy in the morning (prior to work) and in the late afternoon (after work).There is a real potential for traffic to back up on Poway Road westbound as vehicles get a green light at the intersection only to be confronted with vehicles wishing to enter the parking lot just a few hundred feet away. Vehicles traveling eastbound on Poway Road must use a left turn pocket to enter the parking lot.There is no signal or stop sign at this location. Traffic jams are the inevitable result as cars compete to drop off children on time by making the left turn through heavy morning and evening commute.Again, the distance to the intersection is a major factor in creating conditions for accidents.This is a public safety issue. As one of the many users of Poway Road, I object to the creation of hazards to the morning and evening commute which would impede the free flow of traffic. Thank you for your kind consideration of these issues.
