SUBJECT: Approval of Third Amendment to the Agreement for Bus
Stop Maintenance Services with Cannon Pacific
Services, Inc.
Summary:
On August 6, 2013, the City Council awarded the agreement for bus stop maintenance
services to Cannon Pacific Services, Inc. This agreement was established through the
City of Encinitas cooperative bidding program. The City of Encinitas processed an
amendment that extends the term of their contract with Cannon Pacific Services, Inc, for
two additional years. It is recommended the City of Poway also extend the term of their
agreement with Cannon Pacific Services, Inc. for bus stop maintenance services to June
30, 2019.
Recommended Action:
It is recommended that the City Council approve the Third Amendment to the Agreement
for Bus Stop Maintenance Services with Cannon Pacific Services, Inc., subject to the
appropriation of funds by City Council, extend the contract to June 30, 2019, and
authorize the City Manager to execute any necessary documents.
Discussion:
Cannon Pacific Services, Inc. was awarded the contract for Bus Stop Maintenance
Services on August 6, 2013, through a cooperative bidding program through the City of
Encinitas. This agreement provides for the monthly inspection of the approximately 125
bus stop locations, cleaning spilled foods and liquids, picking up litter, and performing
weed control. It also includes graffiti removal on the shelters and adjacent areas. The City
of Encinitas recently processed an amendment to extend the terms of their contract with
Cannon Pacific Services, Inc. for two additional years. The City of Encinitas allows other
agencies to participate in their cooperative bidding program and enter into a direct
agreement with their successful bidder. The terms and scope of the City of Encinitas'
Bus Stop Maintenance contract remain favorable to the needs of the City. The Poway

Municipal Code Section 3 28 110 authorizes the City to participate in cooperative
purchasing contracts for supplies, services and equipment with other government
agencies.
Environmental Review:
This action is not subject to California Environmental Quality Act review
Fiscal Impact:
The annual scheduled maintenance for this contract is approximately $18,000 Sufficient
funds for award of the extension of the bus stop maintenance services agreement
extension will be included with the FY 2017-18 proposed budget for consideration by
Council in June 2017 The agreement is funded by a grant received through the
Metropolitan Transit System (MTS) In addition, associated administrative labor costs are
reimbursed annually by MTS
