SUBJECT: State Grant Application for Funds Under the
Community Parklands Act of 1986
BACKGROUND
In June 1986, the voters of the State of California approved
the Community Parklands Act of 1986 .
The bond act is a one time grant funded program under the
state bond issue . Applicatins must be submitted to the
state before the December 12 1986 deadline . Funds will
become available after July 1987 . Grant fund amounts are
determined by population of the jurisdiction ' s' service area .
The City of Poway ' s allocation is estimated to be $101 , 000 .
To date , the City of Poway has received $365 , 000 in grant
funds under the .1984 Park Bond Act .
FINDINGS
At the October 22 , 1986 meeting of the City ' s Parks and
Recreation Advisory Committee , staff informed the committee
• of the grant program and eligibility requirements . The
following list of recommended projects was presented to the
committee .

The Parks and Recreation Committee has selected a recommended priority project
for funding. Staff concurs with the committee's recommendation. The Community
Park West Development project was selected by the committee to be recommended to
the City Council for approval.
The Poway Community Park Development project is located in the northwest section
of the Community Park, north of Rattlesnake Creek at the east end of Slack
Street. The project will develop 1.5 acres, which includes: sidewalks, irriga-
tion systems, turf, tables, trash cans and drinking fountains. The project has
been designed to serve the local neighborhood and to provide support facilities
to the adjacent 1.5-acre adventure playground project. This project completes a
3-acre master planned section of the Community Park.
RECCMMENDATION
It is recommended that the City Council adopt the attached resolution approving
the filing of a grant application for funds under the Community Parklands Act of
1986, and direct staff to proceed with the filing of the application.

=firy APPROVING THE APPLICATION FOR GRANT FUNDS
r;,';i UNDER THE COMMUNITY PARKLANDS ACT OF 1986
FOR POWAY COMMUNITY PARK WEST
DEVELOPMENT PROJECT
•
WHEREAS, the people of the State of California have
enacted the Community Parklands Act of 1986 , which provides
funds to the State of California and its political sub-
divisions for acquiring and developing facilities for public
recreational and historical purposes ; and
WHEREAS , the State Department of Parks and Recreation
has been delegated the responsibility forthe administration
of the program within the state , setting up necessary proce-
dures governing application by local agencies under the
program; and
WHEREAS , said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of application (s) before
submission of said application (s) to the state ; and
WHEREAS, the applicant agency will enter into an
agreement with the State of California for acquisition ,
development , rehabilitation or restoration of the
project (s) ;
NOW, THEREFORE , BE IT RESOLVED that the City Council of
the City of Poway, California hereby:
1 . Approves the filing of an application for Community
' Parklands Act of 1986 state grant assistance for the
Community Park West Development Project ; and
2 . Certifies that said agency understands the assurances
and certification in the application form; and
3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project ( s) ; and
4 . Certifies that said agency will complete the project ( s)
within three years from date of approval by the state ;

S. Appoints the City Manager as agent of the City of Poway
to conduct all negotiations, execute and submit all
documents including but limited to applications,
agreements, amendments, payment requests, and so on
which may be necessary for the completion of the afore-
mentioned project ( s) ; and
6. Appoints Steve Eckis, City Attorney, as legal counsel
for said agency with authorization to sign certification
on Page 1 of application . '

City of Poway, California , at a regular meeting thereof this
