Bentz , Community Services Manager DATE : August 21 , 1986 SUBJECT: Park Facilities and Recreation Program Fees . ABSTRACT The City Council has requested a periodic review of parks and recreation fees. This report covers fees charged by the City • of Poway as compared to fees charged by other cities for similiar facilities and activities . Included are recommended fee changes . BACKGROUND The current fees being charged for recreational use of the City ' s parks, recreation facilities, and activities were established by Resolution No. 220 on March 16, 1982 . The most recent review of fees was in July 1983 . In June 1983, the City Council approved a parking fee structure for the Lake Poway Recreation Area . Staff has updated the data based on: o surveys of other cities and their current fee structure for similiar usage o analysis of current fee structure and recommended changes • FINDINGS The current fee structure for parks, recreation facilities , and activities has not been adjusted since March 16 , 1982 with the exception of the inclusion of the Lake Poway parking fee in . June 1983 . City facilities and programs have grown in both size and usage . Several new facilities have been incorporated. into.' the cities fee structure and should be adopted by resolution. Wahlsten, City Clerk AUG 21 1986 ITEM 4 ® • Workshop Agenda August 21, 1986 Page 2 The current fee schedule needs to be revised due to the increased cost of operation of the facilities and minimizing the complexity of the existing structure. • The attached information represents an updated survey, analysis of current fees, and proposed revisions . The following represents a comparative analysis of fees charged by other cities as compared to Poway. Poway Community Park Existing fees were found to be comparable with surveyed cities both in 1983 and 1986 surveys with a few minor exceptions. No one city facility is exactly like another, however, similiar characteristics. have been taken into consideration including occupancy levels, size of facility, and uses. Auditorium and Bill Bond Hall usage at Poway Community Park in the last three years has been primarily by private groups when fees have been collected. Fees continue to be waived for a number of nonprofit and service groups from Poway . The current facility use fees are based on hourly rates . The average fee for use is $225 per day. In order to streamline the fee • structure at facilities, basic daily rates and basic hourly rates are being proposed. Lake Poway Fishing and Boating Fishing permits were found to be comparable with surveyed lakes . Boat permits were found to be lower than surveyed lakes . Motorboat costs on maintenance was the largest factor in the higher cost at other facilities. Due to the heavy use and high cost of maintenance of motors and batteries, Poway motorboats were found to be the lowest and will require adjument in fees to cover the cost of maintenance. Lake Poway Parking Fee The Lake Poway parking fee was established to help defer the cost associated with the construction and maintenance of the facility and alleviate some of the congestion. Increased parking areas and added picnic facilities have increased use and congestion within the facilities. Higher cost of maintenance of the new facilities requires a review of the parking fee. Average parking fees are $3 . Most regional park_and state park parking is $3 . It was also noted that fees which are paid for use of other facilities include the • parking fee . AUG 21 1986 ITEM 4 Workshop Agenda August 21, 1986 Page 3 Lake Poway Park Existing fees for park pavilions and park areas were not comparable with surveyed facilities. There are very few park facilities that rent pavilions similiar to Poway and there are no other facilities that reserve gazebo areas. Existing fees for pavilions were found to be comparable. Camping fees were found. to be comparable with surveyed facilities but with major differences between primitive camp sites and undeveloped sites. • Ballfield and gazebo rental fees have not been adopted for the City of Poway. The fees charged are interim fees. RECOMMENDATION It is recommended that the City Council adopt by resolution the fee schedule for park facilities and recreation programs . A RESOLUTION OF THE CITY OF POWAY ADOPTING RULES, REGULATIONS, AND FEES FOR OPERATION OF CITY OF POWAY RECREATIONAL FACILITIES WHEREAS, rules and regulations for operation of City of Poway recreational facilities have been established to provide for the public health, safety, and welfare; and WHEREAS , changes have been proposed due to the addition of facilities and update of fee structure; and WHEREAS, these changes are recommended to the City Council for adoption by the Counci ' s Parks and Recreation Committee . NOW THEREFORE, the City Council of the City of Poway does resolve as follows : 1 . The rules and regulations remain in force as previously adopted . 2 . The fees for use of said facilities shall be adopted in the form attached . APPROVED AND ADOPTED by the City Council of the City of Poway this 21 day of August, 1986 . Carl R.
