DATE: September 2 , 1986 v SUBJECT: Zoning Ordinance Amendment ( ZOA 86-04 ) : A City- initiated amendment to Section 17 .10 .080 of Title 17 ( Zoning) of the Municipal Code regarding hotel/motel development standards . ABSTRACT As a result of the denial of a proposed motel, Staff was directed to bring forward a recommendation for changes to Title 17 ( Zoning Development Code) of the Municipal Code regarding hotel and motel standards . BACKGROUND Earlier this year the City Council heard Conditional Use Permit 85-14 and Development Review 85-20 that proposed the construction of a 55-unit motel complex on Poway Road . The Council denied the applications on the grounds that the project was not consistent with adjacent structures, uses and intensity of development. To provide guidance for future hotel/motel developers, Staff was directed to prepare additional performance standards for City Council review. The City' s Zoning Development Code allows, with approval of a conditional use permit, hotels and motels only in the General and Community Commercial Zones . Under the current motel/hotel standards, no more than 20 percent of the rooms may have kitchen facilities, rooms must be for tran- sient lodging only ( 30 days or less) , and each hotel/motel must provide a swimming pool. 1‹: ACTION: : Held first reading for Ordinance No. 193, and set second reading for September 16, 1986. Wahlsten, City Clerk 11 Agenda Report September 2, 1986 Page 2 Staff has reviewed the characteristics of all existing and proposed motels in the City and the surrounding communities , as well as guidelines used by the Best Western, Quality Inn and Comfort Inn for the construction of new facilities . Interpretation of this data indicates that a majority of new motels under consideration/or construction contain 100 units or more and have associated restaurants or cocktail lounges . Room sizes ranged from 288 square feet to 370 square feet, with the minimum room size being 11 .5 feet by 25 feet. Projects with 120 units typically required a 2 . 5 to 3. 5 acre parcel. Design standards stipulated 1 . 2 to 1 . 5 parking spaces per unit, with 10 percent of the project site to be landscaped. A majority of the motels were providing kitchenettes, with few cities having any regulations on a maximum number or per- centage. In adapting this data to comply with the needs and character of Poway, Staff is suggesting the following standards for all new hotel/motel sites : 1 . they shall be one acre or larger in size; 2 . the minimum lot width shall be 150 feet; 3 . the minimum room size shall be 300 square feet; 4 . a maximum of 10 percent of the proposed rooms may contain kitchenettes ; 5 . 400 square feet of landscaped open space shall be provided for each unit; and 6. the pool shall be a minimum of 500 square feet in size. ENVIRONMENTAL REVIEW _ The proposed Zoning Ordinance Amendment will not result in any potentially significant environmental impacts . The issuance of a Negative Declaration is recommended. FINDINGS The proposed modifications are consistent with the intent and pur- poses of the General P1an and Zoning Development Code. RECOMMENDATION i It is recommended that the City Council adopt the proposed Zoning Development Code Amendment, issue a Negative Declaration, and set the second reading for September 16 , 1986 . AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA AMENDING CERTAIN SECTIONS OF TITLE 17 ( ZONING DEVELOPMENT CODE) OF THE POWAYIMUNICIPAL CODE WHEREAS, the City Council periodically finds it necessary to amend Title 17 ( Zoning Development Code) of its Municipal Code in response to changing conditions within the City; and WHEREAS, the City Council held a duly advertised public hearing to provide interested parties the opportunity to address the pro- posed amendments . NOW, THEREFORE BE IT ordained that the City Council hereby adopt the following amendments as part of Title 17 ( Zoning Development Code) of the Poway Municipal Code: SECTION 1 : Amendments to the following sections of the Municipal Code are hereby established and shall read as shown in Exhibit A by a dashed underline for addition : 17 . 10 . 080 E - Permitted and Conditional Uses - Commercial Zones SECTION 2 : The City Council of the City of Poway hereby finds that these amendments re consistent with the General Plan and the intent and purpose of the Zoning Development Code. SECTION 3 : The City Council of the City of Poway hereby finds that these amendments will not cause significant adverse impacts on the environment arid issues a Negative Declaration . EFFECTIVE DATE: This ordinance shall take effect and be in force thirty ( 30 ) days after the date of its passage; and before the expiration of fifteen ( 15 ) days after its passage, it shall be published once with the names and members voting for and against the same in the Poway News Chieftain, a newspaper of general cir- culation published in the City of Poway.
