PUBLIC HEARINGS
1. Minor Conditional Use Permit 04-17, Mr. and Mrs. William Pollakov, Applicants. A
request to permit the installation of tennis court lights on Lot 34, a residential lot at
14170 Bryce Point, in the Rural Residential A (RR-A) zone. The 6.32-acre parcel is
the site of an approved single-family residence and tennis court (MORA 04-126),
currently under construction. APN: 277-220-34. (0210-50)
CITY MANAGER'S RECOMMENDATION: Take public input; close public hearing;
adopt Planning Resolution approving with conditions.
CITY COUNCIL ACTION: Motion by Councilmember Higginson, seconded by
Council member Rexford, to close the public hearing, approve the City Manager's
recommendation and adopt Planning Resolution P-05-08, approving with conditions.
Motion carried unanimously.

2. Reimbursement Agreement for certain public improvement in conjunction with Old
Coach Golf Estates TTM 89-13R and Heritage Ranch Estates TIM 98-02;

CITY MANAGER'S RECOMMENDATION: Take public input; close public hearing;
adopt Resolution approving the reimbursement agreement; authorize the Mayor to
execute the Agreement; and direct the City Clerk to record the agreement in the
office of the San Diego County Recorder.
CITY COUNCIL ACTION: Motion by Councilmember Higginson, seconded by
Councilmember Rexford, to close the public hearing, and adopt Resolution No. 05-
014 approving the reimbursement agreement, authorize the Mayor to execute the
Agreement, and direct the City Clerk to record the agreement in the office of the
San Diego County Recorder.
STAFF REPORTS
3. Development Review 97-16R, SYSCO Food Service, Applicant. A request for
approval of a revision to the Development Review Permit and a Lighting Exemption
Permit to allow replacement of low-pressure sodium light fixtures with high-pressure
sodium light fixtures in the truck loading area of the SYSCO Food Service facility
when the South Poway Specific Plan standards require the use of low-pressure
sodium lighting. The property is located at 12180 Kirkham Road, APN 317-270-56,
within the South Poway Planned Community zone. The land use designation of the

4. Modification to Conditional Use Permit 00-17(M), Resurrection Community Church,
Applicant/Owner. A one-year status update on the approved preschool and
extended church hours of operation at the Resurrection Community Church located
