Item 16 - TIP 86-25 - CF Poway Limited3 OF { Agenda Report April 22, 1986 Page 2 BACKGROUND CF Poway Limited is requesting a temporary useP ermit to establish a marketing and construction_ office_ trailer for the development of Pomerado Business Park. The proposed office site is located on the. south side of Metate Lane, approximately 1000 feet west of Community Road in the South Poway Planned Community. The site is near the existing small grove of'eucal tus trees on that y property and would also be the future site of the equestrian staging area described in the South Poway Planned Community documents and the Pomerado Business Park tentative map. Adjacent areas include the Poway Royal Estates mobile home park to the north and the undeveloped Sunwood residential tract to the west. The � office site is surrounded by the open space .area in the north portion of the Pomerado Business Park and will be separated from the Sunwood development by almost 1000 feet of open space. Access to the site will occur from Metate Lane opposite the westerly entrance to Poway Royal Estates. A paved driveway 20 feet in width and about 300 feet in length will connect the office and its parking area with Metate Lane. Trees, shrubbery, and groundcover wi11'be pro- vided at the entrance from Metate Lane, along the driveway, and in the parking area around the office site. All existing eucalyptus trees on f the site will be preserved. a F The office trailer is 14 feet wide and 60 feet in length. Its °i exterior consists of gray stained wood siding with white trim and win- dow framing. Its two entrances will have white wooden decks and one of the entries will include a trellis covering the entry deck. A white wood shake mansard roof is proposed, but that type of material will not meet the City's. "Class All fire retardant requirement A light weight tile or composition shingling which has a Class A rating t is recommended in lieu of woodshake. The parking area includes 20 spaces to accommodate automobiles. Because this is also the site of the, future equestrian staging area, larger parking stalls and manuevering area will ultimately be F necessary to accommodate horse trailers. It is recommended that the site now be graded to accommodate the ultimate equestrian parking, so that expansion can easily occur when the trailer is removed. Trees should also be sited to avoid any conflict with any future expansion of the paved area. It is also recommended that all equestrian staging area improvements required by the Director of Community Services be installed within 120 days following removal of the office trailer, The -Poway Municipal. P- A RESOLUTION OF THE CITY COUNCIL # OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 86-25 WHEREAS, Temporary Use Permit 86-25, submitted by CF Poway Limited, applicant, requests to use a trailer as a marketing and construction office for the Pomerado Business Park property: located south of Metate Lane approximately 1000 feet 'west of Community Road, in the South Poway Planned Community; and WHEREAS, on April 22_, 1986, the City Council held a`hearing on the above -referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Findings:, 1. That the proposed development is in conformance with the South Poway Planned' Community. 2. That the proposed development will not have an adverse aesthetic, health, safety, or architecturally related impact upon.adjoining Properties.> 3. That the proposed development is -in compliance with the Zoning Ordinance. 4. That the proposed development encourages the orderly and harmonious appearance of structures and property within the City. Section 2:- City Council Decision: The City Council hereby approves Temporary Use Permit 86-25 subject to the following condition 1. Landscaping consisting of permanent irrigation• system and trees, shrubs, and. groundcover shall be instz led to the satisfaction of the Director of Planning Services prior to use of the office trailer. 2. The roofing material shall be a "Class A" fire retardant type. Both the material and its color shall also be satisfactory to the Director of Planning Services. 3. All proposed grading shall be designed and accomplished in accordance with the City's grading ordinance. 4 aF 7 APR 2 2 1986 1 Ti E M 16 F, Resolution No. P- E E Page 2 t 4 4. - Driveway and parking area structual standards shall also be designed and improved to provide that which is necessary for the equestrian staging facility as deter- mined by, the Directors of Public and Community Services, 5. The site shall be graded and landscaped to accommodate the ultimate: driveway and parking area required for the equestrian staging facility, 6. Ultimate improvements for the equestrian staging facility shall be to the satisfaction of the Director of Community, Services,but may be deferred until the removal of the office trailer. All improvements must be installed within 120 days following its removal. T. Any signs proposed for the off ice shall conform to the sign program for the South Poway Planned Community. 8.. This temporary use -permit is issued for a period of two years and the applicant shall provide a cash deposit of $2000.:00 prior to use of the office to guarantee its remo- val at the expiration. of this permit.
