History: A number of development proposals and zone change for the subject parcel. requests have been submitted The fact that the majority of the property lies within a valley has posed a major development obstacle. M � 7 � 2 of 7 June 12, 1986 Page 2 Zoning: The Zoning Development Code stipulates that churches may be allowed in any residential or commercial zone provided the approval ofConditional Use Permit is .a first obtained. For semi-public and public uses, a 50 foot setback buffer must be maintained from all single family residential zones. When adjacent to street frontages, a minimum of 20 foot landscaped setback is required. Parking lots should also be planted with 15 gallon minimum size trees every three spaces. -Parking for church facilities require either one space per every three seats or one space every 45 square feet of gross floor area within the main audi- torium where there are no fixed seats. The applicant is providing 70 spaces for the 2,640 `square foot sanctuary. City parking standards require 58 spaces.- The: overall height of the church tower cannot exceed 35 feet from street level. General Plan: The average slope for land proposed for public uses should be ten; percent or less. The building design and the use of textured materials should be combined to create a structure that is consistent with the '� rural character of Poway. The fact that this pro- perty is at a mainentrancewayinto the City emphasi- zes the importance of the design. Discussion: As previously mentioned, the major difficulty in the development of this site is that a majority of the property lies within a valley or hole. The applicant has prepared a unique solution to this problem. Instead of filling the site to street grade, the church is proposing to offer underground parking. The church facility would be constructed on pylons at street grade with the area underneath to be used for parking. The church would appear, from most eleva- tions to be built at street level. I am requesting the above review of a proposed 180 seat Synagoguewith related uses and offstreet parking for 70 cars on the 1.10 acre site. Minimal grading will be performed. The building will be located atop a parking garage structure located on the existing depressed building pad per the plan submitted herewith. The Chabad services are traditionally held on Saturdays thus minimizing any possible traffic conflicts with the two adjacent churches. We presently have, the property in escrow subject to the issuance of a Conditional Use Permit for the facility and we are in great need of a May review if at all possible.
