SUBJECT: Authorization to Advertise For Bids to
Supply Live Rainbow Trout to Lake Poway
for Fiscal Year 1986-1987
BACKGROUND
On August 13, 1985 the City of Poway awarded a contract to Trophy
Fish Ranch of Richfield, Utah, for the supply of live rainbow trout.
The agreement was to be for.two (2) years with the second year con-
ditioned on the price negotiated for that period. According to the
terms of the agreement, the City of Poway and Trophy Fish Ranch must
negotiate the second year price at least 60 days prior to the term-
:. ination of the first year, and if an agreement cannot be reached,
the City may proceed with the competitive bid process.
FINDINGS
During fiscal year 1985-1986 Trophy Fish Ranch had a great deal of
dffieulty.in getting their fish approved by the California Fish and
Game Department causing stocking problems at Lake Poway, and they
had indicated they may not wish to continue for another year.
Therefore, on June. 5, 1986, the attached letter was mailed to
Trophy Fish Ranch well within the 60 -day requirement Their response
was received on June 13, 1986 Trophy Fish Ranch, for economic
reasons:, prefers riot to supply the City of Poway with live rainbow
trout in fiscal year 1986-1987.
The amount budgeted for trout in fiscal year 1986-1987 is $74,000.00.

RECOMMENDATION
It is recommended that the City Council authorize staff to proceed
with the competitive bidding process in order to fulfill the rainbow
trout requirements for Lake Poway in fiscal year 1986-1987.
