Law Enforcement Contract 1985/86
ABSTRACT
At their May 28, 1985 Council meeting the City Council adopted
the Contract for Law Enforcement service for Fiscal Year. 1985-86.
The Contract costs were based on an estimated percent of salary
increases for Deputy Sheriffs. Asa result of higher salary
increases, the estimate was incorrect. Therefore, itwill be
necessary for the City Council to approve an additional
appropriation of $95,000.00 for the Law Enforcement Contract.
BACKGROUND
The Contract with the: County of San Diego for law and traffic
enforcement provides that the Contract shall be adjusted each
year, effective July 1, based upon the average beat factor and
the percentage change in Deputy Sheriff's salaries and benefits.
At. the May 28, 1985 City Council meeting, Council adopted a
Contract with the appropriated beat factors for Fiscal Year 1985-
86. However, at that time. the County had not completed the meet
and confer process with the Deputy Sheriff's Association and the
amount of the change in salaries and benefits was unknown. As a
result, • the Contract that was approved contained an estimated
increase of seven percent (7%).
Now that the meet and confer process has been. completed, the
Contracts have been amended to reflect the correct amount of
salary and benefit increases. However the Law Enforcement
'Budget was not amended to reflect the increased contract cost of
$102,350.0.0 and the " amount of funds in the total law enforcement

budget will not cover the total increase. It will be necessary
for the City Council to appropriate an additional $95,000.00 for
the Fiscal Year 1985-86 Law Enforcement Contract.
RECOMMENDATION
It is recommended that the City Council appropriate $95,000.00
for the Fiscal Year 1985-86 Law Enforcement Contract.
