Archibald, Director of Public Services/City Engin DATE:: August 5, •1986 SUBJECT:: General Plan Designation for Garden Road BACKGROUND When the General Plan was adopted in 1983, Garden Road was designated f as a. four -lane Secondary Arterial, with a right-of-way width of 84 _ feet, and a curb -to -curb width of 64 feet. j 'As a followup to SANDAL's analysis of the alternatives to Route 125, ' they performed a computer analysis 'of the traffic volumes that will be experienced on Garden Road in the year 2005. There will be very Little dif'f'erence in future traffic volumes on Garden Road whether, r; Alternative 8 or 11 is ultimately constructed. In both cases, Garden ' Road, west of Neddick Avenue, will experience traffic volumes of approximately2.3,000 average daisy traffic (ADT). East of Neddick, the volumes will reduce to 16,.000 ADT. In both cases,, a four -lane roadway' with. left -turn pockets, will. be needed to carry the traffic.. Garden Road is presently designated as a bike route street without striped bike lanes. However the General Plan indicates that because ' "an elementary school, a park., and multi -family residences are located on the street,," bike lanes should be. constructed along Garden Road. when it is widened to four lanes. The 64 foot curb -to -curb width designation for a secondary arterial does not allow sufficient road- way width for both bike lanes and left -turn pockets.. Since both are needed, the road: sYould be widened to 74 feet. FINDINGS Garden Road should remain as a four -lane roadway with left -turn pockets. Bike lanes should also�be constructed along g Garden Road II' when it is widened. The curb -to -curb width should be 74 feet within C a right-of-way width of 94 feet.
