SUBJEM Upgrade Playing Fields at PaneradO" School
Cn November 21, 1985, the Poway Redevelopment Agency authorized the issuance� of
$4r2609,000 intax allocation vbonds. The funds from, the bond- issue, are. to b,-*-.
used to finance capital projects . One of the projects to be:.funded
is the. Pamerado school, MIProvements.
The PcmeracbSchool project- includes an irrigation system, turf, and other
iu�rovements. to bring the three playing fields up to city standards
f rado School.
In order or. the, Redevelppment, Agency to aqwd funds for the: Pome
improvementst Section 33445 of the Stateof California Health: and Safety Code;
required that the, City Council and -Redevelopnent Agency that, the pro-
ject is, of benefit to the Paguay Redevelopment Project area. Attached for City
council/Redevelopment. Agency consideration are the resolutions which will faci-
litate the -expenditure :of funds necessary to capplete the Panerado School impro
vements. The estimated cost of these improvements is $65,000.

WHEREAS, the Poway Redevelopment Agency (the "Agency") is authorized to }
carry out the redevelopment of the Paguay Redevelopment Project Area (the a
"Proj «) a and
WHERW, the aedevelopment Plan for the Project Area authorizes and directs
the Agency to Pay all or part of the value of the acquisition and construction
of public: improvements:, which are: enumerated in materials referenced in the
Redevelopment Plan and which include- the improvements to the Panerada School
playing fields (`the "Fields°' ); and
WHEREAS, the Agency desires to construct the improvements to the playing

fields-; and
WBEREASr California.-Health and Safety Code Section 33445 provides that the
Redevelopment Agency may, with the consent of the legislative body. Pay all or
part of the value of public buildings, facilities, sees or other .improve
ments upon a finding that such. publicimprovements are of benefit to the Project
Area or the immediate neighborhood in which the Project is located, and that
there is no other reasonable means of finana g such public improvements
available for the cammmity;- and
WHEREAS,, without the financing by the Agency, there are insufficient resour-
ces available for the improvements to the playing fields; and
WHEREAS, the playing fields are used by and of benefit to persons residing
in the Project Area; and
WHEREASF the Poway Unified School District (the "District") proposes to ;
enter into an agreement with the Agency to authorize these improvements.
NOW, SORE, the City Council of the City of Poway does hereby resolve as
follows:
Section 1: The City Council hereby determines that the improvements to the
playing fields at Pamerado School will-be of benefit to the Project Area and the

surrounding area neighborhood in which the Project is located.

Section 2: The City Council further determines that there are no other
reasonable means for financing the Tarots to the playing fields without
having the Agency pay all or part of the value of such improvements.
Section 3: The City Council authorize the City Manager to expend the funds,
necessary to complete these improvenents when an agreementt approving the project
is executed with the school district.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Poway,
California,: at a regular meeting thereof this 5th day of August, 1986.
