SUBJECT': 'City 'Reservoir Landscaping
BACKGROUND' -
City Council directed staff to develop,a landscape plan for the
city's reservoirs to reduce the.visual impact to Poway residents
FINDINGS
The City of Poway has nine water holding reservoir sites located
in various.' areas of the•. city. All of the reservoirs, due to
height and location,-have some degree of visual :impact ' on. the
:public. With the exception of'Welton and Celestial reservoirs,
all of the reservoirs need landscaping to mitigate the visual
impact.

to the other reservoir sites. Espola reservoir was.constructed
in a three-sided ravine ,leaving only the west side. visable. The
west side .of the reservoir was landscapedin the early 1970's
with'35 pepper trees The t-re6s are well established and require
occasional hand watering during the summer. The pepper trees;
. have screened the: reservoir to the west and staff is not
proposing any additional landscaping.
Boca Raton reservoir is visable by most of north county because
it was constructed on the top of a lone peak.. The reservoir has
IS pine:' trees, four shrubs and the. banks` have been planted with
ice plant. There is no irrigation. Signal Master has maintained
the. landscaping for several years. Many of the previously planted
pine trees were lost to the bore beatle and the pine tip moth..

Skyridge reservoir is in the backyard of a High Valley resident and
can beseenby the residents of High Valley.. The reservoir was
J.andscaped with monterey pines in the mid -1960's and over the past
10. years, 20 mature pines have died. Staff has recently planted
181 eucalyptus,.. 18 acacias, and 5 coulter pines and installed a
manual irrigation system Additional landscaping is required to
the south of.the reservoir.

Welton reservoir was constructed and Landscaped in .1981 and can -be,
seen by most residents living near the site. Boyle Engineering
designed the landscaping to blend.in with the surrounding vegetation.
The irrigation system was extensive, providing two pumps and overhead
watering to the three acre site. Staff 'maintained the landscape to
the design criteria until the City Council requested additional
landscaping to reduce the visual impact. Staff installed 50
eucalyptus and 30 acacias and an automatic drip irrigation system.
The landscaping was completed in November 1985 and no additional,
landscaping is required..
Pomerado reservoir was constructed in 1982 without landscaping. The
reservoir can be seen by anyone traveling or living along Pomerado
Road between the hospital and South Poway. The reservoir is also
visable to the residents in the Standard Pacific Development.
Pomerado reservoir will be bordered by residential housing on all,
sides within the next two years Improvements to the Pomerado
reservoir site are proposed to be completed in two phases. The
first phase would be to landscape the site. The second phase would
be to fence the site for public safety and security and to landscape
the property boundary.

Celestial reservoir was :constructed and landscaped .in 1962.. The
reservoir site has 50, mature eucalyptus trees on the property
boundary, reducing the visual impact. The reservoir can be seen
frou limited areas along Pomerado Road and from higher elevations
in west Poway. Anirrigation system was installed in the chain
link fence bordering the reservoir in the mid -1960's but has been
abandoned. The reservoir is visable to the surrounding neighborhood
and additional landscaping is needed.

Boulder Mountain reservoirs were constructed in 1960 and 1975. The
98 eucalyptus trees were planted at different times. The first
group of trees surrounding the south tanks were, planted in 'the late
1960's and the trees surrounding the north tank were planted and
irrigated in 1981 -. The site requires an automatic irrigation
system to be installed along with additional landscaping to reduce
the visibility of the reservoir..

Blue Crystal reservoir is surrounded on three sides by hills with
the west side visable. The reservoir can be seen in. selected areas
along Garden Road and. Poway Road. There is no landscaping, power,
or water outlet at the reservoir.

Alta Mira reservoir was constructed and landscaped
in 1982..The
reservoir can be seen by residents living in the. area of Poway
High School or on view lots in High Valley.. 'The' reservoir has
32 eucalyptus trees and 7 pine trees and an automatic irrigation
system. The landscaping does -not eliminate the visibility of the
reservoir.

Staff is proposing the use of eucalyptus camaldulensis: (red gumY
to screen the upper half of the reservoirs and acacia baileyana
to screen the lower half; of the reservoirs. Staff
is also
proposing that all reservoir, landscaping be automatically
irrigated with a drip irrigation system.
