SUBJECT: Authorization to Bid on. the Installation of a Traffic
Signal at Midland Road and. Twin PeaksT Road
BACKODUND
The initial scope of work and budget for this traffic signal called for
installing the signal poles behind the existing curbs, and relocating a
them later when Twin Peaks and Midland Roads were widened.
j Since: both. the Midland; Roadand Twin Peaks Road projects are now funded, j
the plans for the traffic signal, have: been modified to install neva curb
returns in their ultimate location and build the traffic: signal so that
it will not have to be relocated in the future. To accomplish the re-
design,, additional right-of-way was needed and has now been acquired.
Also, the intersection widening and storm drain. construction work that
was part of the Twin Peaks and Midland Road widening projects have
been added to the traffic signal plans, increasing the estimated.
project costs. However, rather than making a budget adjustment at
this time, it is suggested that the project be put out to bid now
and the budgets for the three projects be modified at the time the
traffic signal is awarded.
FINDMS.
Sufficient funds areavailable in the three projects to fund the _
subject traffic signal plans including the intersection widening and
storm drain work.

RECOMMENDATION
It is recommended that the Redevelopment Agency authorize the City
Engineer to advertise for bids for the traffic signal project at
the intersection of Twin Peaks and Midland Roads, and approve
the attached benefit resolution.

CITY OF POWAY DETERMINING CERTAIN PUBLIC
IMPROVEMENTS TO BE*OF`BENEFIT TO a
THE PAGUAY REDEVELOPMENT PROJECT

WHEREAS, the.Poway Redevelopment Agency will undertake:
the construction and installation of a traffic signal. at
Midland and Twin.Peaks Road intersection, and
I WHEREAS,' the intersection at Midland and Twin Peaks
Road is within the Paguay`Redevelopment Project and the
installation of the aforesaid improvements is necessary j{
for the execution of the project under thel provisions of
the California Community Redevelopment Law. (Health and Safety 7
Cod.e, Section 33000: et seq.),, and pursuant to the Redevelopment
Plan for the project,.`which Redevelopment Plan was adopted on
December 13, 1983 by Ordinance No. 117 of the City Council,

WHEREAS., Section 33445 of the California Health and:
Safety Code requires the Agency to determine the issue of
benefit. to the Paguay Redevelopment Project prior to con-

' struction.of the public improvements and that no other
reasonable means of financing are available..
NOW,. THEREFORE., BE IT RESOLVED by the Redevelopment
Agency of the City of Poway as. follows:
E Section 1. It is hereby determined that the instal-
lation and construction of a traffic signal at the
intersection of Midland-and Twin Peaks Roads are of µ`
benefit to; the Paguay Redevelopment Project. I
Section 2:. That no other reasonable means of
financing the improvements are available to the
community.
Section.3. The Secretary shall certify to the
adoption of this resolution.
