Bowersox, City Manag INITIATED BY: Jim Howell, Director of Public Work DATE: May 31, 2005 SUBJECT: Award of Contract for Watershed Sanitary Survey Update ABSTRACT The California Surface Water Treatment Rule (CSWTR) requires all public water systems to update their Watershed Sanitary Survey every five years. The City of Poway last contracted for its survey update in June 2000. The Public Works Department mailed a Request for Proposal (RFP) to four engineering firms on May 11, 2005; the RFP's were due on May 25, 2005. At the time this report was prepared, none of the proposals had been received. Staff will submit the RFP findings in Additional Material submitted prior to the May 31, 2005 Council meeting. ENVIRONMENTAL REVIEW This report is not subject to CEQA review. FISCAL IMPACT Sufficient funds are currently budgeted in Account 510 - 0402 -4120. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. RECOMMENDATION It is recommended that the City Council award the contract to the selected engineering firm and authorize the City Manager to execute the necessary documents. The purpose of the survey is to identify what treatment facilities are needed to properly treat the source water. The elements of the watershed survey include a physical and hydro - geological description of the watershed, a summary of source water quality monitoring data, a description of potential or known sources of contamination, a discussion of watershed management and control practices, and any recommendations or corrective actions. The City of Poway last contracted for its survey update in June 2000.
