SUBJECT: Minor Deviation, Major Use Permit P 72-305, Stoneridge
Country Club: A request to construct additions at the
Stoneridge; Country Club, in the R -S-4 (Single Family
Residential) zone, located directly north of`Eapola Road at.
Stoneridge Country'Club.Lane.

ABSTRACT
This Minor. Deviation from the previously approved Major Use Permit.
complies with Section 7609 of the Zoning Code,therefore, approval is
recommended.
BACKGROUND
The applicant is requesting to construct Women's and. Men's loungesat the
existing country club facility. The Women's lounge would be situated
directly to the east of the clubhouse entrance and, would take direct
access through, the clubhouse. The. Men's lounge would-be located on the
south side of the pro -shop and would gain outside access only. The
combined 1,567 square footadditions will require the removal. of existing
landscaping and young trees, except one pine tree (nine inches in
diameter) ,,which the applicant propose to either replace or relocate.
The applicant proposes the following exterior building materials and
colors:
1. Wood - ivory;
2. Concrete tile .Rust Monray; and
3. Glass - Bronze tint.
When City Council reviewed the previous minor deviation at the country
club for a banquet room, the question arose regardingthe adequacy of
parking at the site. During discussions and a visit to the site with the

applicant we were assured that sufficient parking was available. Since -
that time, staff has.:found. the parking maximized. Two 'points of view
could be taken regarding -the `need for additional parking relative to this
proposed addition; the new facilities could attract increased usage (i.e.,
'increased
parking needs) or existing users will have the ability to enjoy
an additional activity {.e.g, no increase in parking needs)..
FINDINGS
Section 7609- of the, Zoning Code allows a 10 percent maximum increase in
existing floor area. .fora minor deviation.: The proposed addition would
constitute a 9.7 percent increaseL insquare footage.
A minora deviation is a ministerial act and, therefore, is not subject to
the requireiaents of theICalifornia Environmental Quality Act.
The:` re quested deviation does�not constitute a substantial change in the,
use .permit: and, will. not adversely effect adjacent property or property
owners. The proposed design will be compatible. with: the existing
StL"ucture if those Conditions recomEitended are impOSed. Therefore,..
approval -with conditions is recommended.

It is reconirnended.that the city Council approve Minor Deviation, P72 -3Q5,
subject.to the. following`,conditions:
1. A comprehensive as built"site plan of the entire country club
facility shall be submitted to the -Department of Planning
Services prior to finalization of building permits.
2.: Building materials and colors shall match existing.
3.: Verification ftom the Department:of Public Services, shall
be pro sewer availability and. payment of fees prior
to the issuance of .building permits.:

4. A,landscape plan shall be submitted to the Department ;of
Planning Services for approval prior to the issuance of
building permits.

manner.

6. All roof appurtenances shall be screened from view to the.-
