Additional trash receptacles will be placed in each entertainment area; posse members will police the area after the event. At the time of the preparation of this report no food or beverage concessions were proposed.Staff suggests that appropriate conditions be imposed to address potential County Health department require- ments. Each activity is also individually -insured. It is suggested that the Director of Planning Services be designated to issue administrative permits for temporary signs for this event. Staff has received a letter from the applicant requesting that fees for f required permits (entertainment and dance permits) be waived for this event ( see Attachment 2) . - FINDINGS 3 Section 6106 of the Zoning Ordinance_. permits a circus, carnival or other f ;t outdoor entertainment event through the issuance of an administrative "permit in any zone, except zones subject to R--S,-R-D, R -M, and R -`V Use Regulations. . RECOMMENDATION It is recommended that the City Council approve application TOP 82 -OS, subject to the following conditions from the -respective departments: Planning -and -Building Services 1 The site shall be developed in -accordance with the approved site plan' on file in theofficeof Planning Services. 2. Approval of this activity shall' not excuse compliance with all other f sections of the Zoning Ordinance and all other applicable: City regulations presently in effect. 3. Any necessary permits for electrical power shall be secured. 4. An adequate number of trash receptacles shall be placed in each event area. S. All signs for the event must be approved by the Director of Planning Services prior to installation.' 6. This approval shall' become null and void at 6:00 p.m. on October 2, 1982, at which time the site 'shall be restored to its original condition. Safety Services 1.` All electrical cords and connections shall: be utilized only in an approved manner. a 2. All other Fire Code requirements not noted herein shall be complied with. As you know from ourdiscussion, the Pow Wow Posse is. work- ng with the merchants at the Poway Town & Country Shopping Center to provide some entertainment and have a place for the citizens of Poway to go after the parade 'on ` October 2nd. It is the intention of the Pow Wow Posse and the Merchants Association to promote and support Pow Wow Days in Poway.We -have filed requests with the City for shooting permits and solicitation permits so that we may provide the expected Pow Wow Days Posse Badges -to the public. We have over fifty merchants in Poway that show their support for the Passe through their Affi- liate Memberships. p The Pow Wow Posse: has beenthe nucleus of Poways annual Pow Wow 'Days celebration for many years. Granted, there have been other organizations who have spearheaded Pow Wow Days in recent years, but the Posse has always been ready to give their support to these organizations. Next, the Poway Town & Country Shopping Center Merchants Association has contributed over $2700.00' to provide a - interesting program for the public. There are no gate charges or entryfees re from`the required Q public. The merchants don't expect 4, anything in return,except to ` be a part of Pow Wow Days and promote Powayto the locate citizens and surrounding communities. This brings us to the purpose. of this letter. I strongly feel 'l that when an organization is working with the City'of Poway and ' dQYlating hours Of their. to in support of the cities annual ce- lebration; the Cita should work with these organizations.
