It had, been the policy of the Poway Municipal Water. District to execute
an "Agreement for Construction" witha property owner prior to construction:
of the water facilities for that property. Prior to execution of that
agreement, such. matters as a preliminary environmental assessment and a
determination of water availability were reviewed by the: District Board.
As an interim policy, this same procedure is being utilized inpreparation
of this report.
FINDINGS
The following isan analysis of the findings necessary relative to the
consideration of an "Agreement for Construction" for F. W. Woolworth Fire
Hydrant Extension:
1. The County of San Diego by granting building permit for this com-
mercial development assumes the leadagency position. Fire protection
facilities were part of the required construction.
2'. Boyle Engineering Corp., City's Department of Public Services, Water
Division Sion Engineer,reports that sufficient water system capacity
exists. 'to serve subject project.
3. Requirements, set forth in standard "Agreement for Construction," are
summarized; as follows:
A. Agreement' between City of Poway and Prayer Brothers Inv.
B. Completion of work within 12 months from date of agreement.
C. Furnish Cer.ticates. of Insurancebefore commencing work.

D. ` Provide surety in the amount of $9,500.00.
E. Pay additional $300.00 deposit.
F. Furnish easements and acceptable title policy for each.
Executed agreement and an instrument of credit (in lieu of bond)
have been received and • approved by the City Attorney. Required
easements (off-site and on-site) have: also been received.
RECOMMENDATIONS:
1. Authorize the Director. of Public Services to prepare."PreTiminary
Environmental Assessment" showing exemption because project involves
another pubs i c agency, (County of San Diego) which constitutes the lead
agency.
Determine that sufficient water system capacity does exist to serve
subject project.
. Approve "Agreement for Construction of Water System - F. W. Woolworth
Fire Hydrant. Extension," and authorize: the Director of Public Services
to execute the "Agreement` on behalf of the City.
