ENVIRONMENTAL REVIEW This item is not subject to CEQA review. FISCAL IMPACT This action authorizes the additional appropriation of$122,290 from the unappropriated General Fund balance (100-8912) to project 1134A for the disbursement of loan funds as needed to the participating property owners for the cost of the sewer improvements. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Coordinator for the Avenida Florencia-Via Del Toro participating property owners. RECOMMENDATION It is recommended that the City Council appropriate $122,290 from the unappropriated General Fund balance, and authorize staff to establish the principal amounts of the note agreements up to and not exceeding the total project cost. Shafer, Director of Administrative Service � Peter Moote, Deputy Director of Administrative Service '�`'� DATE: July 5, 2005 SUBJECT: Approval of Amendment to the Avenida Florencia-Via Del Toro Neighborhood Loan Program for Sewer Improvements BACKGROUND On February 8, 2005, the City Council approved a neighborhood loan for residents in the Avenida Florencia-Via Del Toro area to fund sewer improvements. The improvements are to allow participating property owners eliminate failing septic systems and connect to the City sewer system. The original program included ten participating property owners and an estimated project cost of $160,000. Engineering work has been completed for the improvements, and the project plans have been accepted and approved by the City. FINDINGS Subsequent to City Council approval of the Avenida Florencia-Via Del Toro Neighborhood Loan Program, two additional property owners have elected to participate, expanding the group to twelve properties. In addition, improvement plans have been amended to include paving work, based on the recommendation of the City Engineer. Total new project costs with contingency are estimated at $282,290, with a loan funding requirement ranging from $217,180 to $282,290 depending on the final determination of property owners who elect to utilize the loan program. ENVIRONMENTAL REVIEW This item is not subject to CEQA review.
