It is recommended t~at the City Council adopt the attached resolutions recognizing the Eagle Scouts'
Court of Honor and commending Michael G, Hansen and Manuel V. Garcia.

Approval of City of Poway Resolutions Commending
Eagle Scouts Michael G. Hansen and Manuel V. Garcia
BACKGROUND
On January 13, 2000, Council member Bob Emery requested that staff prepare an agenda item
to formally recognize scouts who reach the rank of Eagle Scout. The City of Poway has
established a procedure to recognize the fulfillment of all requirements by a Boy Scout to
achieve the rank of Eagle Scout, the highest rank in Scouting. Recently, the City of Poway was
notified that Michael G. Hansen and Manuel V. Garcia were awarded the rank of Eagle Scout.
FINDINGS
Scouting evolved during the early 1900's through the efforts of several men dedicated to
bettering youth. These pioneers o( the program conceived outdoor activities that developed
skills in young boys and gave them a sense of enjoyment, fellowship, and a code of conduct for
everyday living.
The fact that a boy is an Eagle Scout has always carried with it a special significance not only in
Scouting but also as he enters higher education, business or industry, and community service.
The award is a performance-based achievement whose standards have been well maintained
over the years. Not every boy who joins a Boy Scout troop earns the Eagle Scout rank; only
about 4 percent of all Boy Scouts do so. This represents more than 1 million Boy Scouts who
have earned the rank since 1911. Nevertheless, the goals of Scouting - citizenship training,
character development, and personal fitness - remain important for all Scouts.

To eam the Eagle Scout rank, the highest rank in Scouting, a Boy Scout must fulfill
requirements in the areas of leadership, service, and outdoor skills. Although many options are
available to demonstrate proficiency in these areas, a number of specific skills are required to
advance through the ranks - Tenderfoot, 2nd Class, 1st Class, Star, Life, and Eagle. To
advance, a Boy Scout must pass specific tests that are organized by requirements and merit
badges.

WHEREAS, Michael G. Hansen has fulfilled requirements in the areas of
leadership, service, and outdoor skills; and
WHEREAS, Michael G. Hansen has advanced through the ranks of Scout,
Tenderfoot, 2nd Class, 1st Class, Star, Life, and Eagle; and
WHEREAS, Michael G. Hansen has obtained 22 merit badges in various
educational, community-oriented, and sporting activities, which signify the mastery of
Scoutcraft skills; and
WHEREAS, Michael G. Hansen has completed the community service project
demonstrating participatory and leadership skills within his patrol andlor troop.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Poway hereby commends Eagle Scout Michael G. Hansen for his efforts and
achievements in Scouting.
