ABSTRACT The applicant is requesting approval to modify the Comprehensive Sign Program for the Kirkham Ridge Business Park, located at 14035-14055 Kirkham Way, within the Planned Community (PC) zone. The original Comprehensive Sign Program was approved on October 12, 2004, by Resolution No. P-04-75. The applicant proposes to allow tenants to place wall signs on Building C and eliminate the ~" thick aluminum background requirement for Sign Type B. ENVIRONMENTAL REVIEW This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Vince Ferrer, Kirkham Road, LLC. APN: 323-090-89 BACKGROUND The Kirkham Ridge Business Park is located at 14035-14055 Kirkham Way, east of Stowe Drive, as shown on Attachment B. The subject property consists of three separate buildings under single ownership. The original Comprehensive Sign Program, CSP 04.03, was approved by the City Council on October 12; 2004, by Resolution No. P-04-75. Section 17.40.180 of the Poway Municipal Code (PMC) and the South Poway Specific Plan (SPSP) require City Council approval for Comprehensive Sign Programs and any amendments to approved CSPs. The PMC and SPSP allow the City Council to apply conditions of approval to CSPs to integrate signs with the building and landscape design to form a unified architectural unit. FINDINGS The wall sign criteria proposed with CSP 04.o3(M) complies with the Comprehensive Sign Program standards of the Poway Municipal Code and the South Poway Specific Plan as follows: . Using the same background color on all signs: The same background color will be used on aU signs in that proposed wall signs will be mounted directly on the 3" thick aluminum cabinet for Sign Type A or the wall of the building for Sign Type B, as shown on Attachments C and D. 2. Using no more than three different colors for sign lettering: Sign Type A will utilize #22 black vinyl graphics. In addition to white, Sign Type B lettering on waU signage may have the fOllowing colors: #33 Red, #22 Black, or #67 Blue. Tenants that are part of a chain of stores with a nationally recognized sign design may utilize colors other than the approved colors. 3. Using the same type of cabinet supports, or method of mounting, for signs of the same type of construction material for components, such as sign copy, cabinets and supports, or by using dissimilar signing determined compatible by the Director of Development Services: Proposed waU signs will be constructed of either non-illuminated aluminum cabinets with applied #22 black vinyl graphics or non-illuminated 3Yz" thick foam, aluminum or plex individual letters mounted directly to the wall of the building. These signs are compatible in appearance. 4. Using the same form of illumination for all signs, or by using varied forms of illumination determined compatible by the Director of Development Services: Comprehensive Sign Program 04-03(M) will allow the use of non-illuminated signs. 5. Allowing the use of different colors for logos: Comprehensive Sign Program 04-03(M) will allow the Use of different colors for tenant logos, upon the approval of the Director of Development Services through the individual Sign Permit process. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM 04-03(M) AND RESCINDING RESOLUTION NO. P-04-75 ASSESSOR'S PARCEL NUMBER 323-090-89 WHEREAS, Comprehensive Sign Program (CSP) 04-03(M), submitted by Kirkham Road, LLC, Applicant, requests the approval of a modification to the Comprehensive Sign Program for the Kirkham Ridge Business Park, located at 14035- 14055 Kirkham Way, within the South Poway Planned Community zone. WHEREAS, on February 22, 2005, the City Council considered the above- referenced item. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway, as follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the Califomia Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the South Poway Specific Plan. Section 3: The City Council hereby rescinds Resolution No. P-04-75 and approves Comprehensive Sign Program 04-03(M), subject to the following conditions: A. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. B. All signs shall conform to the sign criteria-and design guidelines contained within the South Poway Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code, as amended from time to time. C. The following design standards shall apply to all tenants within the business park: 1. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City Ordinances in effect at the time of Sign Permit issuance. E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary BuildingDivisionpermits.
