Requests for Qualifications (RFQ) were sent to various community-based organizations, and meetings were held at Poway Royal where residents were advised that the City was seeking to sell the Park. Statements of Qualifications were received from four community-based groups and one proposal from Poway Royal residents. Each met the stated qualifications and was deemed a finalist. Requests for formal proposals were distributed on January 24, 2005, and are due back to the City on February 22, 2005. It would be appropriate to designate a panel to review the Qualifications and make a recommendation to the City Council/Redevelopment Agency. ENVIRONMENTAL REVIEW This item is not subject to CEQA review. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE A copy of this report will be provided to the Poway Housing Commission and all four finalists under consideration for the purchase of Poway Royal. A copy of this report will be posted at the Park office and at the entrances to the Clubhouses. Ownership of Poway Royal was subsequently transferred to the City of Poway. Since the acquisition, Poway Royal has been managed by a combination of City staff and contract employees. On July 20, 1999, the City Council/Redevelopment Agency adopted a long-term goal for the sale of the City and Agency-owned Mobilehome Parks. Consistent with the long-term goal, the City/Agency has transferred ownership of Haley Ranch Estates, Poinsettia Senior and Family Mobilehome Parks. Staff has evaluated a potential sale of Poway Royal and determined that it was financially feasible. Requests for Qualifications (RFQ) were sent to various community-based organizations and meetings were held at Poway Royal where residents were advised that the City was seeking to sell the Park. Some residents of Poway Royal indicated that they were interested in purchasing the Park, and they were encouraged to submit a Statement of Interest. Residents requested and were provided an extension to submit their information to staff. Statements of Qualifications were received from three community-based groups and one proposal from Poway Royal residents. Each met the stated qualifications and was deemed a finalist. Staff's recommendation for panel members are as follows; Tom Tremble Tom Tremble is the Chair of the Poway Housing Commission, a Council-appointed entity to oversee the operation of the mobile home parks. Chairman Tremble has been a member of the Commission since 1994. Dick Howard Dick Howard is a former member of the Poway Housing Commission and served several terms as Vice Chair. Mr. Howard is retired from the banking industry and also served on the Poinsettia Parks selection panel. David Rosen David Rosen is a principal in the consulting firm of David Paul Rosen & Associates. Mr. Rosen has been a consultant to the Poway Redevelopment Agency on a variety of housing issues for the past 10 years. Mr. Rosen was involved in the sale of the Poinsettia Park and assisted with the financial structuring and negotiations with Standard and Poor's. Keith Currv Keith Curry is the managing partner of the PFM Group. The Public Finance Management Group was selected to act as project manager for the Poway Royal sale. Mr. Curry's compensation is a fixed rate and not contingent upon any outcome of this transaction. Jove Davisson Joye Davisson is a long time Poway resident involved with a number of volunteer organizations. Ms. Davison is President of the Poway Women's Club, Chair of the Guild for the Poway Center for the Performing Arts, and Vice President of the Friends of the Poway Library. Ms. Davisson is also a former Powegian of the Year. FINDINGS Staff is recommending that the panel be comprised of Tom Tremble, Dick Howard, David Rosen, Keith Curry, and Joye Davisson.
