PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedures for Public Oral Communications. The following
people were present wishing to speak.
Sherry Wilks, 12824 Granada Drive, Poway, spoke on her concerns about the upcoming
sale of Poway Royal and the economic consequences to the homeowners. The Poway
Royal Home Owners Association is asking for the opportunity to purchase the park
themselves.

Ed Schaefer, 15151 Crucher, Poway, talked about the fire hydrant that is partially buried
under dirt and silt, and a storm drain blockage and runoff has brought a lot of debris to his
area.
Lynne Floto, 14448 Range Park Road, Poway, spoke about the trees that had been
removed by the City on the creek side of her property that she had not authorized. She
asked Council to establish a policy regarding the management of creek easements. She
provided a written statement to Council.

This item was continued from February 1, 2005. City Manager Bowersox requested that
this item be removed from the agenda in order to allow for more time to reconcile differing
results of a survey completed for the subdivision and the Welton Lane sewer main
extension. The item will be renoticed when it is rescheduled.
Motion by Councilmember Higginson, seconded by Deputy Mayor Emery, to take the item
off the agenda. Motion carried unanimously.

ENVIRONMENTAL ASSESSMENT AND
TENTATIVE TRACT MAP 03-02
APPLICANT: NORTHPOINT DEVELOPMENT
APN 321-100-01 AND 08
City Manager Bowersox provided the staff report. The applicant proposes a 4-lot
subdivision of an approximate 85-acre site that will consist of 4 residential lots ranging in
size from 4 to 6 acres and one open space lot, in the Rural Residential A (RR-A)/Open
Space-Resource Management zone. No home construction is proposed at this time. The
applicant is proposing a "Lot Averaged" subdivision, pursuant to Section 17.08.170 ofthe
poway Municipal Code. The proposed homesites can be clustered on smaller, 4-net-acre
lots, providing that the overall maximum allowable density of the RR-A zone is not
exceeded. The intent of lot averaging is to cluster development in order to minimize
grading and the extension of infrastructure improvements, and to thereby promote the
preservation of open space areas and natural features. The applicant has demonstrated
that the theoretical, maximum permitted density of the approximate 85-acre site is 4
dwelling units. The applicant is therefore proposing 4 lots, within the range of 4 to 6 acres,
clustered in the northeast portion of the site that is the portion of the site closest to existing
roads. The project complies with all applicable City standards.

Dee Fleishman, 14428 Midland Road, Poway, commented on several conditions in the
resolution.
Ed Schaefer, 15151 Crucher Road, Poway, opposed the project. He stated he has an
easement across the property and asked Council for its position.
Laurel Rothbart, 14441 Range Park Road, Poway, opposed the project and cited the
diminishing open land in Poway and the developers encroaching into the Rattlesnake
Canyon and Toothrock area.
Michael Rothbart, 14441 Range Park Road, Poway, commented on the excessive grading
on this project and is concerned about impact with current rains and drainage.
Nancy Ujazdowski, 14540 Twin Peaks Road, Poway, commented on the negative impacts
of this project relating to areas for horse back riding, access to trails, and traffic increases,
and did not want additional roads built to accommodate this project.
Motion by Council member Rexford, seconded by Deputy Mayor Emery, to close the public
hearing and adopt Planning Resolution P-05-02 entitled" A Resolution of the City Council
ofthe City of Poway, California, Approving a Mitigated Negative Declaration and Tentative
Tract Map (TIM) 03-02 Assessor's Parcel Numbers 321-100-01 and 08" with approving
conditions. with additional conditions to: 1.) prohibit grading during the rainy season; 2.)
allow ingress and egress only at High Valley Road; 3.) assure connection of the trails and
work through trail head; and 4.) limit retaining walls to five feet in height. Retaining walls
over five feet tall would require City Council approval. Motion carried unanimously.
MAYOR AND CITY COUNCIL-INITIATED ITEMS
11 A. Councilmember Rexford introduced History Channel author, Frank Lorey, who
presented a video on a train documentary with footage from Old Poway Park.
11 B. Council member Rexford asked for concurrence from the City Council to have local
artists paint utility boxes to beautify the City. Council referred the issue to staff to
obtain more information on feasibility and cost of artwork on the SDG&E utility
boxes.
13. Deputy Mayor Emery provided a review of the The Garden Bistro located at 12378
Poway Road. He also inquired of the wooden fence on the SteinMart parking lot
and its blockage of the pedestrian access, and asked staff to look into this issue.
He asked about the construction of the retaining walls on the two houses being built
on the north side of Twin Peaks between Community and Midland.

14A. Mayor Cafagna requested and received concurrence of the City Council to
schedule a March 3, 2005 City Council workshop regarding a request for a Pre-
Development Conference (PDC 04-05) by Sprint PCS, Applicant, for City Council
comment and direction on the proposed installation of new telecommunications
antennas at a residence located at 13855 Belvedere Drive. The project is located
on the north side of Poway, off of Tierra Bonita Road, in the Rural Residential C
(RR-C) zone. (0200-30)
14B. Mayor Cafagna requested and received Council concurrence to reappoint Dallas
Hayden to the Housing Commission as nominated by Councilmember Boyack.
