ENVIRONMENTAL REVIEW
This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality
Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of
minor structures accessory to (appurtenant to) existing facilities.
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Nader Harerchan, Chiropractic Care Center.
RECOMMENDATION
It is recommended that the City Council approve CSP 05-02, subject to the conditions contained
in the attached proposed Resolution.

Applicant. A request for a Comprehensive Sign Program for the
Poway Center located at 14034 Poway Road, within the
Automotive/General Commercial (AGC) zone and Poway Road
Specific Plan. APN: 323-190-74
BACKGROUND
The applicant is requesting approval of a new Comprehensive Sign Program for the Poway
Center located at 14034 Poway Road, as shown on Attachment B.
The original Comprehensive Sign Program, CSP 80-07, was adopted by the center owner
and approved by the San Diego County Zoning Administrator on April 14, 1980.
The Poway Center is nearing completion of a major renovation project. With the new
architectural design and new signage locations of the center, the current sign program,
which allows the use of cabinet wall signs, would not apply and will be rescinded with this
approval. All existing wall signs will be removed and replaced with wall signs that will
conform to the new standards.
Section 17.40.180 of the Poway Municipal Code requires City Council approval for
Comprehensive Sign Programs. The regulations allow the City Council to apply conditions
to the sign program to integrate signs with the building and landscape design to form a
unified architectural unit.

FINDINGS
The wall sign criteria proposed with Comprehensive Sign Program 05-02 complies with the
Comprehensive Sign Program standards of the Poway Municipal Code and Poway Road
Specific Plan as follows (see Attachment C):
1. Using the same background color on all signs:
The same background color will be used on all signs in that proposed wall signs will
be mounted directly on the wall of the buildings.
2. Using no more than three different colors for sign lettering:
In addition to white, sign lettering on wall signage may have the following colors:
Red, Blue and Yellow. Tenants that are part of a chain of stores or restaurants with
a nationally recognized sign design may utilize colors other than the approved
colors.
3. Using the same type of cabinet supports, or method of mounting, for signs of the
same type of construction material for components, such as sign copy, cabinets
and supports. or by using dissimilar signing determined compatible by the Director
of Development Services:
Proposed wall signs shall be constructed of individual channel letters made of
Plexiglas faces.
4. Using the same form of illumination for all signs. or by using varied forms of
illumination determined compatible by the Director of Development Services:
All signs are required to be internally illuminated channel letters.
5. Allowing the use of different colors for logos:
Comprehensive Sign Program 05-02 will allow the use of different colors for tenant
logos, upon the approval of the Director of Development Services through
the individual Sign Permit process.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 05-02
ASSESSOR'S PARCEL NUMBER 323-190-74
WHEREAS, on April 14, 1980, the San Diego County Zoning Administrator
approved Comprehensive Sign Program (CSP) 80-07 for the Poway Center, located at
14034 Poway Road, west of Garden Road, approving a Comprehensive Sign Program
and 22 wall signs for tenants within the center; and
WHEREAS, Comprehensive Sign Program (CSP) 05-02, submitted by Nader
Harechan, Applicant, requests the approval of a new Comprehensive Sign Program for
the Poway Center located at 14034 Poway Road, within the Automotive/General
Commercial (AGC) zone and Poway Road Specific Plan; and
WHEREAS, on March 15, 2005, the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the Poway Road Specific Plan.
Section 3: The City Council hereby rescinds Comprehensive Sign Program 80-07
and approves Comprehensive Sign Program 05-02, subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the Poway Road Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the industrial
building:

7. The maximum letter height shall not exceed 18 inches. The maximum
length of any tenant sign shall be 75 percent of the leased frontage.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.
E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 15th day of March 2005.

SIGN CRITERIA:
1. Each leasehold shall be required to have an illuminated sign identifYing
the business. Such sign shall be installed within 30 days of the start of
business activity for the leasehold. Temporary banners may be used for
the first 30 days only.
2. All signs shall be of the channel letter type, illuminated with L.E.D.'s,
have red faces, black trim caps, and black returns, be mounted directly on
the building fascia (no raceway required), and centered on storefront
fascia.
3. Letter size will not exceed 18" height and letter style shall be of a plain,
non-serif font such as Arial similar.
4. All signs shall comply with local codes.
5. All sign shall be red, yellow, blue.
6. Maximum sign length shall not exceed 75% of tenant leased frontage.
7. Different colors for tenant logos will be allowed subject to the approval
of the Director of Development Services. Tenants that are part of a chain
of stores with a nationally recognized sign design may utilize colors
other than the approved colors.
