SUBJECT: Temporary Use Permit 05-06, City of Poway Community Services Department,
Applicant
ABSTRACT
This is a request for a Temporary Use Permit to hold the Rendezvous in Poway 2005 at Old Poway
Park, located at 14134 Midland Road, on Thursday, March 17,2005, from 9:00 a.m. to 4:00 p.m., on
Friday, March 18,2005, from 9:00 a.m. to 4:00 p.m., on Saturday, March 19,2005, from 10:00 a.m. to
4:00 p.m., and on Sunday, March 20, 2005, from 10:00 a.m. to 2:00 p.m. This free event will offer
over 25 historical encampments, dancing, displays, arts and crafts, music, and food vendors.
Section 17.26.030.A of the Zoning Ordinance requires that all outdoor entertainment events be
reviewed and approved by the City Council through a Temporary Use Permit.
ENVIRONMENTAL REVIEW
This proposed project is Categorically Exempt (Class 4) from the California Environmental Quality
Act (CEQA), pursuant to Section 15304( e) of the CEQA Guidelines, as the event is temporary in
nature and will have no permanent effects on the environment.
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Rendezvous in Poway 2005 will be publicized through distribution of flyers and posters.
RECOMMENDATION
It is recommended that the City Council approve Temporary Use Permit 05-06, subject to the
conditions contained in the attached proposed Resolution.

BACKGROUND
This is a request to hold the Rendezvous in Poway 2005 at Old Poway Park, located at
14134 Midland Road, on Thursday, March 17, 2005, from 9:00 a.m. to 4:00 p.m., on
Friday, March 18,2005, from 9:00 a.m. to 4:00 pm., on Saturday, March 19,2005, from
10:00 a.m. to 4:00 p.m., and on Sunday, March 20, 2005, from 10:00 a.m. to 2:00 p.m.
This free event will offer over 25 historical encampments, dancing, displays, arts and crafts,
music, and food vendors as shown on the site plan (Attachment B). Section 17.26.030.A
of the Zoning Ordinance requires that all outdoor entertainment events be reviewed and
approved by the City Council through a Temporary Use Permit.
Parking will be available at the City lot located on Aubrey Street, at the Farmer's Market lot,
and a vacant lot located across the street from Old Poway Park on Midland Road.
FINDINGS
This event will be open to the public. As in past events, parking is controlled by parking
attendants, who will also assist in directing traffic. There will be convenience signs posted
giving directions to other parking sites when lots are full. Specific conditions and

requirements have been established for the Rendezvous in Poway 2005, as listed in the
proposed Resolution (Attachment A).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 05-06
TO HOLD THE RENDEZVOUS IN POWAY 2005
WHEREAS, Temporary Use Permit 05-06. City of Poway Community Services
Department, Applicant, requests approval to hold the Rendezvous in Poway 2005 at
Old Poway Park, located at 14134 Midland Road, on Thursday, March 17, 2005, from
9:00 a.m. to 4:00 p.m.. on Friday, March 18. 2005, from 9:00 a.m. to 4:00 p.m., on
Saturday, March 19, 2005, from 10:00 a.m. to 4:00 p.m., and on Sunday, March 20,
2005, from 10:00 a.m. to 2:00 p.m.; and
WHEREAS, on March 15. 2005, the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: The City Council finds that Temporary Use Permit 05-06 is Categorically
Exempt (Class 4) from the California Environmental Quality Act (CEQA), pursuant to
Section 15304(e) of the CEQA Guidelines, as the event is temporary in nature and will
have no effects on the environment.
Section 2: The proposed use is in accordance with the purposes and standards of
Section 17.26.030.A of the Poway Municipal Code.
Section 3: The City Council hereby approves Temporary Use Permit 05-06, the
Rendezvous in Poway 2005 at Old Poway Park, located at 14134 Midland Road, on
Thursday, March 17, 2005, from 9:00 a.m. to 4:00 p.m., on Friday, March 18, 2005,
from 9:00 a.m. to 4:00 pm., on Saturday, March 19, 2005, from 10:00 a.m. to 4:00 p.m.,
and on Sunday, March 20, 2005. from 10:00 a.m. to 2:00 p.m. subject to the following
conditions:
A. The event and related off-site parking shall be conducted as shown on the site
plan and application on file in the Development Services Department.
B. Approval of this activity shall not excuse compliance with all other sections of the
Zoning Ordinance and all other applicable State, County. and City Ordinances
presently in effect.
C. The site shall be developed in accordance with the approved site plan on file in
the Development Services Department, Planning Division, except as otherwise
provided herein.

D. Prior to the event, the applicant shall comply with the following:
1. The following City of Poway Departments shall be contacted for
appropriate permits, coordination, and inspections: Public Works,
Community Services, Customer Services, Development Services
(including the Building, Traffic Engineering, and Planning Divisions),
Safety Services, and the Sheriff's Department.
2. Obtain a permit from the San Diego County Health Department if food will
be sold.
3. Obtain a permit from the Fire Department for any canopy that exceeds
400 square feet.
4. All proposed signs shall be approved by the Development Services
Department, Planning Division, and shall be in accordance with Section
17.40 of the Poway Municipal Code.
E. During the event. the applicant shall comply with the following:
1. Do not block emergency vehicle access to any street, building, fire
hydrant, or fire sprinkler connection.
2. Provide at least one (1) fire extinguisher with a minimum rating of 2A 10
BC at any booth where food is prepared.
3. All compressed gas cylinders must be secured from falling over.
F. At the conclusion of the event, the applicant shall comply with the following:
1.
Public streets, off-street parking sites, and areas within and adjoining the
proposed area for the event shall be cleared of debris, litter, temporary
signs and all other evidence of the event.
