ABSTRACT
The applicant is requesting approval to modify the Comprehensive Sign Program for the Poway Plaza,
located at 13301-13411 Poway Road, within the Town Center (TC) zone and Poway Road Specific
Plan Area. The Poway Plaza is undergoing a major renovation and the revised comprehensive sign
program would reflect the new building elevations and would be consistent with current City-wide sign
provisions.
ENVIRONMENTAL REVIEW
This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality
Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of
minor structures accessory to (appurtenant to) existing facilities.
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE

RECOMMENDATION
It is recommended that the City Council approve CSP 87-03M(3), subject to the conditions contained
in the attached proposed Resolution.

BACKGROUND
The applicant is requesting approval of a new Comprehensive Sign Program (CSP) for the
Poway Plaza located at 13301-13411 Poway Road, located on the southwest corner of
Poway Road and Community Road, as shown on Attachment B. The property consists of
three buildings. Anchor tenants include Dixieline Lumber and Petco.
The original Comprehensive Sign Program, CSP 87-03 and Variance 88-01, were
approved by the City Council on March 8, 1988, by Resolution No. P-88-20. The Variance
was granted for the sign location of the home improvement store. In addition, three
freestanding signs were permitted, provided the signs were located at least 150 feet apart.
Subsequently, the Poway City Council approved two modifications to the Comprehensive
Sign Program (Resolutions P-92-04 and P-93-25).
The Poway Plaza is undergoing a major renovation project. The proposed new CSP would
be based on the new architectural design and new signage locations of the center. All
existing wall signs will be removed and replaced with wall signs that will conform to the new
standards. The new CSP would change the sign colors, style, size, and location allowed
within the center.

The new CSP would replace the existing CSP in its entirety because certain limitations
within the existing CSP have been superseded by modifications to City-wide sign
regulations. For example, current City-wide sign regulations no longer limit the location of
wall signs relative to the grade, nor do they limit the number of tenants allowed on a
freestanding sign.
Section 17.40.180 of the Poway Municipal Code requires City Council approval for
Comprehensive Sign Programs. The regulations allow the City Council to apply conditions
to the sign program to integrate signs with the building and landscape design to form a
unified architectural unit.
FINDINGS
The wall sign criteria proposed with CSP 87-03M(3) complies with the Comprehensive Sign
Program standards of the Poway Municipal Code and the Poway Road Specific Plan as
follows:
1. Using the same background color on all signs:
The same background color will be used on all signs in that proposed wall signs will
be mounted directly on the wall of the building, as shown on Attachments C and D.
2. Using no more than three different colors for sign lettering:
In addition to white, lettering on wall signage may have the following colors: #2793
Red, #2051 Blue, and #2030 Green. The color of the trim cap shall be #8261 Tan.
Tenants that are part of a chain of stores with a nationally recognized sign design
may utilize colors other than the approved colors.
3. Using the same type of cabinet supports, or method of mounting, for signs of the
same type of construction material for components, such as sign copy, cabinets
and supports, or by using dissimilar signing determined compatible by the Director
of Development Services:
Proposed wall signs shall be constructed of individual channel letters made of
acrylic faces.
4. Using the same form of illumination for all signs, or by using varied forms of
illumination determined compatible by the Director of Development Services:
All signs are required to be internally illuminated channel letters.

Comprehensive Sign Program 87-03M(3) will allow the use of different colors for
tenant logos, upon the approval of the Director of Development Services through
the individual Sign Permit process.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
RESCINDING RESOLUTION NOS. P-88-20, P-92-04 and P-93-25
AND APPROVING A MODIFICATION TO
COMPREHENSIVE SIGN PROGRAM 87-03M(3)
ASSESSOR'S PARCEL NUMBERS 317-473-12 AND 16
WHEREAS, on March 8, 1988, the City of Poway City Council approved
Comprehensive Sign Program (CSP) 87-03 for Poway Plaza and approving Variance
(VAR) 88-01 to allow a wall sign to be located 22 feet above grade when 20 feet was
the maximum allowed (Resolution P-88-20); and
WHEREAS, on January 14, 1992, the City of Poway City Council approved a
request for a modification to CSP 87-03(M) to allow special provisions for major chain
store tenants (Resolution P-92-04); and
WHEREAS, on May 4, 1993, the City of Poway City Council approved a request
for a modification to CSP 87-03M(2) by defining major tenants by minimum lease
square footage and to allow for use of trademark colors and letter styles (Resolution P-
93-25); and
WHEREAS, the elevations for Poway Plaza are proposed to be modified, and
some limitations within the existing CSP became obsolete with the adoption of City-wide
sign regulations since the approval of the latest CSP modification; and
WHEREAS, Comprehensive Sign Program (CSP) 87-03M(3), submitted by
Ultrasigns Electrical Advertising, Applicant, requests the approval of a modification to
the Comprehensive Sign Program for the Poway Plaza, located at 13301-13411 Poway
Road, within the Town Center (TC) zone and Poway Road Specific Plan Area.
WHEREAS, on March 15, 2005, the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the South Poway Specific Plan.

Section 3: The City Council hereby approves the modification of CSP 87-03M(3),
subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the Poway Road Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the center:
1. The same background color will be used on all signs in that proposed wall
signs will be mounted directly on the wall of the building.
2. In addition to white, lettering on wall signage may have the following

one per street or parking area frontage, not to exceed two.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.
E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
F. Resolutions P-88-20, P-92-04 and P-93-25 are hereby rescinded.
