ENVIRONMENTAL REVIEW This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Annette Grier, Infrastructure Engineering Corporation. RECOMMENDATION It is recommended that the City Council approve CSP 05-03, subject to the conditions contained in the attached proposed Resolution. A request for a Comprehensive Sign Program for the Scripps poway Office Park West, located at 14251-14271 Danielson Street, within the Planned Community (PC) zone. APNs: 323-482-21, 22, 23, 24, 25, 26, 27, 28 & 29. BACKGROUND The applicant is requesting approval of a Comprehensive Sign Program for the Scripps Poway Office Park West, located at 14251-14271 Danielson Street, north of Scripps Poway Parkway, as shown on Attachment B. Comprehensive Sign Program 04-04 was approved by the City Council on October 12, 2004, by Resolution No. P-04-76, for Scripps Poway Parkway Office Park East and Scripps Poway Parkway Office Park West projects. The projects are multi-tenant office condominiums. Danielson Street separates Scripps Poway Parkway Office Park East and Scripps Poway Parkway Office Park West. Since they are separate projects, each with its own set of property owners, the applicant has now decided that they want the projects to have separate sign programs. Scripps Poway Parkway Office Park West wants to adopt its own tenant wall signs standards, i.e. color, which are proposed under this CSP 05-03. The applicant is also requesting that Scripps Poway Parkway Office Park West be removed from CSP 04-04 under CSP 04-04M, which is also on the March 15, 2005 agenda as a separate item. 2 of 10 March 15,2005 Item #....!3- Agenda Report March 15, 2005 Page 2 The South Poway Specific Plan requires that all industrial projects with two or more tenants or uses shall develop a Comprehensive Sign Program. The applicant is requesting the adoption of standards for tenant wall signs. Section 17.40.180 of the Poway Municipal Code requires City Council approval for Comprehensive Sign Programs. The regulations allow the City Council to apply conditions to the sign program, to integrate signs with the building and landscape design, to form a unified architectural unit. FINDINGS The wall sign criteria proposed with CSP 05-03 complies with the Comprehensive Sign Program standards of the Poway Municipal Code and the South Poway Specific Plan as follows: 1. Using the same background color on all signs: The same background color will be used on all signs in that proposed wall signs will be mounted directly on the wall of the building as shown on Attachment C. 2. Using no more than three different colors for sign lettering: In addition to white, sign lettering on wall signage may have the following colors: Silver, Black and Gray. 3. Using the same type of cabinet supports, or method of mounting, for signs of the same type of construction material for components, such as sign copy, cabinets and supports, or by using dissimilar signing determined compatible by the Director of Development Services: Proposed wall signs shall be constructed of individual channel letters made from PVC, acrylic, aluminum or similar materials, with a minimum thickness of Y. inch up to a maximum of 3 inches. 4. Using the same form of illumination for all signs, or by using varied forms of illumination determined compatible by the Director of Development Services: Comprehensive Sign Program 05-03 will allow the use of non-illuminated signs. 5. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 05-03 APNs: 323-482-21,22,23,24,25,26,27,28 & 29. WHEREAS, Comprehensive Sign Program (CSP) 05-03, submitted by Infrastructure Engineering Corporation, Applicant, requests the approval of a Comprehensive Sign Program for the Scripps Poway Office Park West, located at 14251- 14271 Danielson Street, within the South Poway Planned Community zone; and WHEREAS, on October 12, 2004 the City Council approved CSP 04-04, which included this site, and the applicant has requested. under a separate application (CSP 04-04M), to eliminate the subject site from CSP 04-04; and item. WHEREAS, on March 15, 2005, the City Council considered the above-referenced NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway, as follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the South Poway Specific Plan. Section 3: The City Council hereby approves Comprehensive Sign Program 05-03, subject to the following conditions: A. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. B. All signs shall conform to the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. C. The following design standards shall apply to all tenants within the center: 1. The proposed wall signs will be mounted directly on the wall of the building. 2. In addition to white, sign lettering on wall signage may have the following colors: Silver, Black and Gray. Proposed wall signs shall be constructed of individual channel letters made from PVC, acrylic, aluminum or similar materials, with a minimum thickness of Y. inch up to a maximum of 3 inches. 4. Comprehensive Sign Program 05-03 will allow the use of non-illuminated signs. 5. Comprehensive Sign Program 05-03 will allow the use of different colors for tenant logos upon the approval of the Director of Development Services, through the individual Sign Permit process. 6. The maximum number of wall signs allowed shall be one per street or parking area frontage, not to exceed two. 7. The maximum sign area for any wall sign shall be 50 square feet. D. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City Ordinances in effect at the time of Sign Permit issuance. E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits.
