ABSTRACT
The Emergency Treated Water Line Project and the Ramona By-Pass Line are joint projects with the
San Diego County Water Authority designed to provide mutual aid and would provide an emergency
treated water supply to the City of Poway should the Lester J. Berglund Water Treatment Plant
become inoperable. The City is applying for a total of $1,314,000 grant through the California
Department of Water Resources and State Water Resources Control Board to construct the projects.
ENVIRONMENTAL REVIEW
This report is not subject to CEQA review.
FISCAL IMPACT
There is no fiscal impact to adopt the attached Resolutions to submit the grant application. If the City
receives a grant, an equal financial match of $1 ,314,000 would be required and a subsequent report
would go to Council to request that appropriation.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council approve the attached Resolutions designating the Director of
Public Works as Agent to submit the funding application and all other documents necessary to the
California Department of Water Resources and State Water Resources Control Board to obtain an
Integrated Regional Water Management Implementation Grant for the Emergency Treated Water Line
Project and the Ramona By-Pass Line Project.

BACKGROUND
The City of Poway has worked with the San Diego County Water Authority (SDCWA) on two proposed
mutually beneficial projects, and has applied for two grants from the California Department of Water
Resources and State Water Resources Control Board.
The first project is the Emergency Treated Water Line Project, which is designed to provide mutual aid
and an emergency treated water supply to the City of Poway should the Lester J. Berglund Water
Treatment Plant (WTP) become inoperable. Currently, there is no emergency treated water connection
between Poway and the SDCWA Aqueduct. Should routine maintenance be required at the WTP, a
catastrophic failure occur, or a terrorist action, Poway would be without treated water.
The second project is the Ramona By-Pass Line, which would connect Lake Ramona to the SDCWA
Aqueduct, thereby providing water to the Lester J. Berglund Water Treatment Plant for treatment and
distribution to the SDCWA during emergencies. The project consists of a pressure-reducing station and
connecting pipeline to bypass existing facilities and convey water stored in Lake Ramona to the First
Aqueduct. The treated water delivered to the SDCWA during high water demand periods will provide
some relief to the region's treated water delivery system.
FINDINGS
Proposition 50, the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 is
a Water Bond initiative approved by California voters in November 2002. The Integrated Regional Water

Management (IRWM) Grant Program is a new program under Chapter 8 of Proposition
50. Approximately $380 million is anticipated to be available for IRWM grants.
The City of Poway submitted two applicationsl the Ramona By-Pass Line Project application is for
$200,000 and the Emergency Treated Line Project application is for $1,114,000. Iffunds are received
they will be used for the design and construction of the projects.
The IRWM requires a Resolution for each application (attached) designating an authorized
representative to submit an application for IRWM Implementation Grant funds. The Resolution
designates the Director of Public Works as the City's agent authorized to submit the funding application
and execute agreements, payment requests and other documents that would be necessary to complete
the grant project.
ENVIRONMENTAL REVIEW

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
APPROVING THE DIRECTOR OF PUBLIC WORKS TO SUBMIT A FUNDING

voters in November 2002. The Integrated Regional Water Management (IRWM) Grant
Program is a new program under Chapter 8 of Proposition 50. Approximately $380
million is anticipated to be available for IRWM grants; and
WHEREAS, the intent of the IRWM Grant Program is to encourage integrated
regional strategies for management of water resources and to provide funding, through
competitive grants, for projects that protect communities from drought, protect and
improve water quality, and improve local water security by reducing dependence on
imported water; and
WHEREAS, the IRWM Grant Program is administered jointly by the Department
of Water Resources and State Water Resources Control Board and is intended to
promote a new model for water management; and
WHEREAS, the Emergency Treated Water Line Project would provide
emergency treated water supply to the City of Poway should the Lester J. Berglund
Water Treatment Plant become inoperable; and
WHEREAS, the Emergency Treated Water Line Project is a joint project with the
San Diego County Water Authority, which will facilitate the integration of programs and
strategies for enhancing the region's water supply; and
WHEREAS, the Director of Public Works for the City of Poway is hereby
authorized and directed to prepare the necessary date, make investigations, execute,
and file such application.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
1. The Director of Public Works is appointed as agent to conduct all
negotiations, execute and submit all documents including, but not limited to,
applications, agreements, payment requests and so on, to the California Department of
Water Resources and State Water Resources Control Board to Obtain an Integrated
