minor structures accessory to (appurtenant to) existing facilities.

BACKGROUND
The applicant is requesting the approval of a Comprehensive Sign Program for two industrial
buildings, located at 13125 and 13135 Danielson Street, north of Scripps Poway Parkway,
as shown on Attachments Band C.
The project was approved under Development Review (DR) 04-01 on July 12, 2004.
The land use designation for the subject property is Light Industrial (L1). Currently, the two
multi-tenant industrial buildings are under construction. The South Poway Specific Plan
requires that all industrial projects with two or more tenants or uses shall develop a
Comprehensive Sign Program. The applicant is requesting the adoption of standards for
tenant wall signs.
Section 17.40.180 of the Poway Municipal Code requires City Council approval for
Comprehensive Sign Programs. The regulations allow the City Council to apply conditions
to the sign program to integrate signs with the building and landscape design to form a
unified architectural unit.

FINDINGS
The wall sign criteria proposed with CSP 05-01 complies with the Comprehensive Sign
Program standards of the Poway Municipal Code and the South Poway Specific Plan as
follows:
1. Using the same background color on all signs:
For Type A signs (Attachment D) the same background color will be used on all signs
in that proposed wall signs will be mounted directly on the non-illuminated raceway
that will be painted to match the building. Type B signs (Attachment E) will be
mounted to an oversized panel that will also be painted to match the building, and will
have 1" returns.
2. Using no more than three different colors for sign lettering:
In addition to white, lettering on wall signage may have the following colors: Blue,
Black or Red.
3. Using the same type of cabinet supports, or method of mounting, for signs of the
same type of construction material for components, such as sign copy, cabinets
and supports, or by using dissimilar signing determined compatible by the Director of
Development Services:
Proposed wall signs will be constructed of either non-illuminated, individual cut out
letters attached to an oversized panel with 1" returns or, for lessees that lease more
than 20,000 square feet, illuminated channel letters attached to an oversized
raceway.
4. Using the same form of illumination for all signs, or by using varied forms of
illumination determined compatible by the Director of Development Services:
Comprehensive Sign Program 05-01 will allow the use of illuminated signs for lessees
that lease more than 20,000 square feet. These signs will compatible in that they will
be illuminated channel letters with oversized raceways that are painted to match the
building.
5. Allowing the use of different colors for logos:
Comprehensive Sign Program 05-01 will allow the use of different colors for tenant
logos, upon the approval of the Director of Development Services through
the individual Sign Permit process.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 05-01
ASSESSOR'S PARCEL NUMBER 317-281-09
WHEREAS, Comprehensive Sign Program (CSP) 05-01, submitted by Pomerado
Leasing No.9, L.P., Applicant, requests the approval of a Comprehensive Sign Program
for two industrial buildings, located at 13125 and 13135 Danielson Street, within the
South Poway Planned Community zone; and
WHEREAS, on May 3, 2005, the City Council considered the above-referenced
item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the South Poway Specific Plan.
Section 3: The City Council hereby approves Comprehensive Sign Program 05-01,
pursuant to the plans on file in the Development Services Department dated January
14,2005, subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the South Poway Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code,
as amended from time to time.
C. The following design standards shall apply to all tenants within the industrial
building:
1. For Type A signs the same background color will be used on all signs in
that proposed wall signs will be mounted directly on the non-illuminated
raceway that will be painted to match the building. Type B signs will be
mounted to an oversized panel that will also be painted to match the
building, and will have 1" returns.

a nationally recognized sign design may utilize colors other than the
approved colors.
3. Proposed wall signs will be constructed of either non-illuminated,
individual cut out letters or illuminated channel letters for lessees that
lease more than 20,000 square feet. These signs shall be compatible in
appearance.
4. Comprehensive Sign Program 05-01 will allow the use of non-illuminated
signs. Lessees, which lease more than 20,000 square feet are allowed
illuminated channel letters with oversized raceways, painted to match the
building.
5. Comprehensive Sign Program 05-01 will allow the use of different colors
for tenant logos, upon the approval of the Director of Development
Services through the individual Sign Permit process.
6. The maximum number of wall signs allowed for anyone business shall be
one per street or parking area frontage, not to exceed two.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.
E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 3rd day of May 2005.
